The Standing Senate Committee on Agriculture and Forestry met this, at 6:30 p.m. in room 172-E, Centre Block, the Chair, the Honourable Senator Leonard J. Gustafson, presiding.
Members of the committee present: The Honourable Senators Biron, Chalifoux, Day, Gustafson, Hubley, Oliver, Phalen, Tunney and Wiebe (9).
Other senators present: The Honourable SenatorsFairbairn, P.C. and Sparrow (2).
In attendance: From the Research Branch of the Library of Parliament: June Dewetering.
Pursuant to the Order of Reference adopted by the Senate on Monday, June 11, 2001 the committee continued consideration of of Bill S-22, An Act to provide for the recognition of the Canadien Horse as the national horse of Canada.
WITNESSES:

Murray Calder, M.P.
Senator Murray and Murray Calder, M.P., each made an opening statement and answered questions.
It was agreed - That the committee move to clause-by-clause consideration of Bill S-22, An Act to provide for the recognition of the Canadien Horse as the national horse of Canada.
It was agreed - That the title stand postponed.
It was agreed - That the preamble stand postponed.
It was agreed - That clause 1 stand postponed.
The Honourable Senator Day moved, - That Bill S-22 be amended, on page 2:
(a) by replacing, in the French version, the heading preceding clause 2 with the following:The question being put on the motion, it was agreed."LE CHEVAL NATIONAL"; and(b) by replacing, in clause 2, lines 3 and 4 with the following:"2. The horse known as the Canadian horse is hereby recognized and de-".
It was agreed - That clause 2 carry as amended.
The Honourable Senator Day moved, - That Bill S-22 be amended in clause 1, on page 2, by replacing, in the French version, lines 1 and 2 with the following:
"1. Loi sur le cheval national du Canada. ".
The question being put on the motion, it was agreed.
It was agreed - That clause 1 carry as amended.
The Honourable Senator Day moved, - That Bill S-22 be amended, in the preamble, on page 1:
(a) by replacing line 1 with the following:It was moved by Senator Day - That the motion be amended to add the word "English" between the words "in the" and "preamble,"."WHEREAS the Canadian horse was introduced in-";(b) by replacing line 6 with the following:"WHEREAS the Canadian horse in-";(c) by replacing line 12 with the following:"known the Canadian horse have made clear";(d) by replacing line 17 with the following:"WHEREAS the Canadian horse was at";(e) by replacing lines 24 and 25 with the following:"re-establish and preserve the Canadian horse;"; and(f) by replacing line 28 with the following:"the Canadian horse in the history of Canada;".
The question being put on the amendment, it was agreed.
The question being put on the motion, it was agreed.
The Honourable Senator Day moved - That Bill S-22 be amended, in the French preamble, on page 1:
By replacing line 2 with the following:The question being put on the motion, it was agreed.«que le cheval canadien a été»;By replacing line 7 with the following:«que les chevaux canadiens se»;By replacing line 14 with the following:«cheval canadien en ont loué les»;By replacing line 19 with the following:«que le cheval canadien a failli»;by replacing lines 26 and 27 with the following:«préserver le cheval canadien;»;by replacing lines 29 and 30 with the following:«reconnaître la place exceptionnelle du cheval canadien dans l'histoi- ».
It was agreed - That the preamble carry as amended.
The Honourable Senator Day moved - That Bill S-22 be amended, on page 1, by replacing the long title with the following:
"An Act to provide for the recognition of the Canadian horse as the national horse of Canada".The question being put on the motion, it was agreed.
It was agreed - That the long title carry as amended.
It was agreed - That the Bill be adopted as amended.
It was agreed - That the Chair report the Bill as amended at the next sitting of the Senate.
At 7:07 p.m., the committee adjourned to the call of the Chair.
