The Standing Senate Committee on Energy, the Environment, and Natural Resources met at 5:55 p.m. this day in Room 257, East Block, the Chair, the Honourable Nicholas W. Taylor, presiding.

Members of the committee present: The Honourable Senators Adams, Banks, Buchanan, P.C., Christensen, Cochrane, Eyton, Kelleher, P.C., Kenny, Sibbeston and Taylor (10).

Other senator present: The Honourable Senator Watt (1).

In attendance: From the Research Branch of the Library of Parliament, Lynne Myers, Research Officer.

Also in attendance: The official reporters of the Senate.

The committee proceeded to the consideration of a draft budget.

The Honourable Senator Buchanan moved — That this committee concur in the following budget application for the purpose of its Legislation, and — That the Chair submit the said budget to the Standing Committee on Internal Economy, Budgets and Administration for approval:

Professional and other services   $ 24,500
Transportation and Communications   $ 500
Other expenditures   $ 1,000
TOTAL   $ 26,000

The question being put on the motion, it was agreed.

Pursuant to the Order of Reference adopted by the Senate on March 1, 2001, the committee proceeded to examine issues as may arise from time to time relating to energy, the environment and natural resources, including the continuation and completion of the study on Nuclear Reactor Safety. (See Issue No. 1, Thursday, February 22, Tuesday, February 27 and Thursday, March 22, 2001, for full text of the Order of Reference).

The Honourable David Anderson, P.C., M.P., Minister of the Environment.

WITNESSES:

From Environment Canada:

Alan Nymark, Deputy Minister;

Barry Stemshorne, Assistant Deputy Minister, Environmental Protection Service.

The Minister made a presentation and with Mr. Nymark and Dr. Stemshorne answered questions.

At 7:35 p.m., it was agreed that the committee adjourn to the call of the Chair.

The Standing Senate Committee on Energy, the Environment, and Natural Resources met at 9:10 a.m. this day, in Room 256, Centre Block, the Chair, the Honourable Nicholas W. Taylor, presiding.

Members of the committee present: The Honourable Senators Adams, Banks, Buchanan, P.C., Christensen, Cochrane, Kelleher, P.C., Kenny, Sibbeston and Taylor (9).

Other senators present: The Honourable Senators Rompkey, P.C. and Watt (2).

In attendance: From the Research Branch of the Library of Parliament, Lynne Myers, Research Officer and Mary Hurley.

Pursuant to the Order of Reference adopted by the Senate on December 10, 2001, the committee proceeded to study Bill C-39, An Act to replace the Yukon Act in order to modernize it and to implement certain provisions of the Yukon Northern Affairs Program Devolution Transfer Agreement, and to repeal and make amendments to other Acts.

Steve Walsh, Legal Counsel.

From the Carcross/Tagish First Nation:

Andy Carvill, Kaa Shaade Hani (Chief);

Dave Joe, Legal Council.

The Kaska Nation's submitted a brief.

Mr. Porter made a presentation and with other witnesses answered questions.

At 10:30 a.m., the committee suspended.

At 10:37 a.m., the committee resumed.

Mr. Wedge made a presentation and with other witnesses answered questions.

At 11:25 a.m., the committee suspended.

At 11:30 a.m., the committee proceeded to the consideration of a draft budget.

The Honourable Senator Adams moved — That this committee concur in the following budget application for the purpose of its study on issues relating to energy, the environment and natural resources, and — That the Chair submit the said budget to the Standing Committee on Internal Economy, Budgets and Administration for approval:

Professional and Other Services   $ 39,500
Transportation and Communications   $ 309,150
Other Expenditures   $ 4,000
TOTAL   $ 352,650

The question being put on the motion, it was agreed.

At 11:35 p.m., it was agreed — That the committee adjourn to the call of the Chair.
