The Standing Senate Committee on Energy, the Environment, and Natural Resources met at 9:30 a.m. this day, in room 257, East Block, the Chair, the Honourable Nicholas W. Taylor, presiding.

Members of the committee present: The Honourable Senators Adams, Banks, Buchanan, P.C., Christensen, Cochrane, Kelleher, P.C., Kolber, Poulin, Sibbeston and Taylor (10).

Other senators present: The Honourable Senators Watt and Gauthier (2).

In attendance: From the Research Branch of the Library of Parliament, Lynne Myers, Research Officer and Mollie Dunsmuir.

Pursuant to the Order of Reference adopted by the Senate on February 5, 2002, the committee proceeded to study Bill C-10, An Act respecting the national marine conservation areas of Canada

WITNESSES:

Susan Katz, Director, Legislation and Policy, Parks Canada Agency;

Daphne Porter, Legal Counsel.

Canadian Heritage submitted a brief.

Pursuant to the Order of Reference adopted by the Senate on December 10, 2001, the committee proceeded to study Bill C-39, An Act to replace the Yukon Act in order to modernize it and to implement certain provisions of the Yukon Northern Affairs Program Devolution Transfer Agreement, and to repeal and make amendments to other Acts.

The committee proceeded to the clause-by-clause consideration of Bill C-39.

It was agreed — That the preamble carry.

It was agreed — That the title carry.

It was agreed — That the bill be adopted, without amendment.

It was agreed — That the Chair report the bill, as adopted, to the Senate.

At 10:45 a.m., it was agreed — That the committee adjourn to the call of the Chair.
