The Standing Senate Committee on Human Rights met this day 4:08 p.m., in Room 257, East Block, the Chair, the Honourable Raynell Andreychuk, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Beaudoin, Ferretti Barth, Poy, and Wilson (5).
Other senators present: The Honourable Senator Joyal, P.C. (1).
In attendance: David Goetz, Research Officer, Parliamentary Research Branch, Library of Parliament.
Also in attendance: The official reporters of the Senate.
The committee considered its business.
The Honourable Senator Poy moved that the Chair be authorized to seek the following Order of Reference from the Senate:
That the Standing Senate Committee on Human Rights be authorized to examine and report on the status of Canada's adherence to international human rights instruments and on the process whereby Canada enters into, implements, and reports on such agreements;
That the committee report to the Senate no later than March 31, 2003.
The question being put on the motion, it was adopted.
It was agreed that the possibility of organizing a hearing in April 2002 to recognize the 20th anniversary of the Canadian Charter of Rights and Freedoms be explored.
The Honourable Senator Wilson moved that the committee adopt the following budget application for the fiscal year ending March 31, 2002 for its envisioned study of Canada and international human rights instruments, subject to the Senate approving the Order of Reference discussed today.

The Honourable Senator Beaudoin moved that the committee adopt the following budget application for the fiscal year ending March 31, 2003 for its legislative work:

Members of the committee present: The Honourable Senators Andreychuk, Beaudoin, Cochrane, Cook, Cordy, Ferretti Barth, Fraser, and Wilson (8).
In attendance: David Goetz, Research Officer, Parliamentary Research Branch, Library of Parliament.
Also in attendance: The official reporters of the Senate.
The committee proceeded to the election of a Deputy Chair.
The Honourable Senator Ferretti Barth moved that the Honourable Senator Fraser be elected Deputy Chair of the committee.
The question being put on the motion, it was adopted.
The committee proceeded to the consideration of a draft budget.
The Honourable Senator Fraser moved that the committee approve the following budget application for the fiscal year ending March 31, 2003 for its envisioned study of Canada and international human rights instruments, subject to the Senate approving the Order of Reference discussed on Monday, February 18, 2002, for submission to the Standing Committee on Internal Economy, Budgets and Administration.
