The Special Committee on Illegal Drugs met this day in room 160-S, Centre Block, at 9:02 a.m., the Chair, the Honourable Senator Pierre Claude Nolin, presiding.

Members of the committee present: The Honourable Senators Rossiter, Maheu, LaPierre and Nolin (4).

In attendance: Director of Research, Daniel Sansfaçon; from the Library of Parliament, Gérald Lafrenière and Chantal Collin; on behalf of Newman Communications, Jean-Guy Desgagné and David Newman.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 15, 2001, the committee proceeded to study Canada's anti-drug legislation and policies. (See Issue No. 1, March 19, 2001, for the full text of the Order of Reference.)

WITNESSES:

As an individual:

John W. Conroy, Barrister, Counsel in R. Malmo-Levine and Caine.

From the Federation of Canadian Municipalities:

Bill Marra, Chair of the Standing Committee on Community Safety and Crime Prevention and Councillor for the City of Windsor; and

Janet Neves, Policy Analyst.

Mr. Conroy made a statement and answered questions.

At 10:35 a.m., the committee suspended.

At 10:49 a.m., the committee resumed its hearing.

Mr. Marra made a statement and with Ms Neves answered questions.

At 11:54 a.m., the committee adjourned to the call of the Chair.

Dr. Henry Haddad, President.

From the Canadian Society on Addiction Medicine:

Dr. Bill Campbell, President.

From the Canadian Association of Chiefs of Police:

Michael J. Boyd, Chair of the Drug Abuse Committee and Deputy Chief of the Toronto Police Service;

Barry King, Former Chair of the Drug Abuse Committee and Chief of the Brockville Police Service;

Robert G. Lesser, Vice Chair of the Drug Abuse Committee and Chief Superintendent with the RCMP.

Dr. Haddad and Dr. Campbell each made a statement and answered questions.

At 2:17 p.m., the committee suspended.

At 2:41 p.m., the committee resumed its hearing.

Mr. Boyd made a presentation; Mr. King and Mr. Lesser each made a statement. Together, the witnesses answered questions.

At 4:06 p.m., the committee adjourned to the call of the Chair.

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 15, 2001, the committee proceeded to study Canada's anti-drug legislation and policies. (See Issue No. 1, March 19, 2001, for the full text of the Order of Reference.)

The Honourable Senator Rossiter moved — That this committee concur in the following budget application for the purpose of its consideration of its study of Canada's anti-drug legislation and policies, and — That the Chair submit the said budget to the Standing Committee on Internal Economy, Budgets and Administration for approval:

Professional and Other Services   $ 284,000.00
Transportation and Communications   $ 299,865.00
Other Expenditures   $ 8,500.00
TOTAL   $ 592,365.00

The question being put on the motion, it was agreed.

Honourable Senator Maheu, moved That the Steering Committee be authorized to make all plans related to the public hearings across Canada.

The question being put on Motion, it was agreed.

At 4:20 p.m., the committee adjourned to the call of the Chair.
