The Special Committee on Illegal Drugs met this day in room 160-S, Centre Block, at 9:07 a.m., the Chair, the Honourable Senator Pierre Claude Nolin, presiding.

Members of the committee present: The Honourable Senators Banks, Maheu, Rossiter and Nolin (4).

In attendance: Director of Research: Daniel Sansfaçon; from the Library of Parliament: Gérald Lafrenière and Chantal Collin; from Newman Communications: Jean-Guy Desgagné and David Newman.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 15, 2001, the committee proceeded to study Canada's anti-drug legislation and policies. (See Issue No. 1, March 19, 2001, for the full text of the Order of Reference.)

WITNESSES:

From the University of Virginia:

Mr. William B. McAllister, Professor;

From the Department of Foreign Affairs and International Trade, International Crime Division:

Mr. Terry Cormier, Director;

Mr. Stephen Bolton, International Drug Officer.

Mr. McAllister made a statement and answered questions.

At 10:31 a.m., the committee suspended.

At 10:45 a.m., the committee resumed its hearing.

Mr. Cormier made a statement and, with Mr. Bolton, answered questions.

At 12:15 p.m., the committee adjourned to the call of the Chair.

From the Inter-American Drug Abuse Control Commission:

Mr. David Beall, Executive Secretary.

Mr. Beall made a statement and answered questions.

At 2:35 p.m., the committee suspended.

At 2:43 p.m., the committee resumed its hearing, in camera, for the purposes of discussing a draft discussion paper.

It was agreed that the Chair would canvass members of the committee on a final version of the discussion paper and how to use the chart at the end of the paper.

At 3:18 p.m., the committee adjourned to the call of the Chair.
