The Standing Senate Committee on Legal and Constitutional Affairs met at 10:50 a.m. this day, in room 257-East Block, the Honourable Senator Milne, Chair, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Beaudoin, Fitzpatrick, Fraser, Joyal, P.C., Kinsella, Milne, Moore, Nolin, Pearson, Poulin, Rivest and Robichaud, P.C. (13).

Other senators present: The Honourable Senators Gauthier, Grafstein, Gustafson and Prud'homme (4).

In attendance: From the Library of Parliament: Nancy Holmes, Researcher, Law and Government Division.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, June 6, 2002, the Committee proceeded to study Bill C-441, An Act to change the names of certain electoral districts.

WITNESSES:

From Elections Canada:

Mr. Jean-Pierre Kingsley, Chief Electoral Officer;

Ms Diane R. Davidson, Chief Legal Officer and Executive Director for Strategic Planning and Inter-jurisdictional Affairs;

Mr. Carol Lesage, Director of Parliamentary Representation.

From the House of Commons:

Mr. Peter Adams, M.P.

Mr. Kingsley made a statement. Together the witnesses answered questions.

Mr. Adams made a statement and answered questions.

After debate, the Honourable Senator Milne moved, — That the committee move to clause-by-clause consideration of Bill C-441, An Act to change the names of certain electoral districts.

The question being put on the motion, it was defeated on the following division:

YEAS: Fitzpatrick, Fraser, Poulin, Pearson, Milne — 5

NAYS: Andreychuk, Beaudoin, Joyal, Moore, Nolin, Rivest — 6

ABSTENTIONS: — 0

At 1:05 p.m., the committee adjourned to the call of the Chair.
