The Special Senate Committee on Bill C-36 met this day, in room 160-S, Centre Block, at 8:04 a.m., the Honourable Joyce Fairbairn, P.C., Chair, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Beaudoin, Bryden, Fairbairn, P.C., Fraser, Furey, Jaffer, Kelleher, P.C., Lynch-Staunton, Murray, P.C., Phalen, Poulin and Tkachuk (13).

Other senators present: The Honourable Senators Joyal, P.C., and Mahovlich (2).

In attendance: Ben Dolin and Philip Rosen, Research Officers, Research Branch, Library of Parliament.

Also in attendance: The official reporters of the Senate

Pursuant to its order of reference adopted in the Senate on Thursday, November 29, 2001, the special committee continued its examination of Bill C-36, An Act to amend the Criminal Code, the Official Secrets Act, the Canada Evidence Act, the Proceeds of Crime (Money Laundering) Act and other Acts, and to enact measures respecting the registration of charities, in order to combat terrorism and explore the protection of human rights and civil liberties in the application of this Act.

At 10:35 a.m., the committee suspended.

At 10:40 a.m., the committee resumed.

The Honourable John Reid made a statement and, together with Mr. J. Alan Leadbeater, answered questions.

At 11:00 a.m. the committee suspended for one minute of silence to mark the anniversary of the 1989 massacre of 14 young women at the École polytechnique in Montreal.

At 11:01 a.m., the committee resumed.

Mr. Reid, Mr. Leadbeater and Mr. Brunet continued to answer questions.

At 12:00 p.m., the committee adjourned to the call of the Chair.
