The Standing Senate Committee on Social Affairs, Science and Technology met this day in camera, in Room 705, Victoria Building, at 10:10 a.m., the Chair, the Honourable Michael Kirby, presiding.

Members of the committee present: The Honourable Senators Callbeck, Cook, Cordy, Fairbairn, P.C., Graham, P.C., Kirby, LeBreton, Robertson and Roche. (9)

Other senators present: The Honourable Senators Keon and Morin. (2)

In attendance: From the Research Branch of the Library of Parliament: Odette Madore and Howard Chodos

Also in attendance: From the Office of Senator M. Kirby, Jeffrey MacLeod; from the office of Senator Fairbairn Megan Cain; from the office of Senator J. Cordy, James MacNeil; from the office of Senator L. Pépin, Momar Diage; from the office of Senator B. Robertson, Ross McKean; and staff from the Senate Messenger Services, the Page Program and the Interpretation Services.

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 1, 2001, the committee continued its consider ation of the special study on the state of the health care system in Canada. (For complete text of Order of Reference see proceedings of the committee, Issue No. 2.)

The committee considered its draft report.

It was agreed - That the committee engage a media advisor for the tabling of this report.

At 12:00 p.m,. the sitting was suspended.

At 12:30 p.m., the sitting resumed.

It was moved by Senator Fairbairn - That the draft report on Phase Four be adopted and that the Chair and Deputy Chair be authorized to incorporate any final editing changes before tabling the report.

The question being put on the motion, it was adopted.

At 1:52 p.m., the committee adjourned to the call of the Chair.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, March 27, 2001, the committee began its consideration of Bill S-12, An Act to amend the Statistics Act and the National Archives of Canada Act (census records).
