The Standing Senate Committee on Social Affairs, Science and Technology met this day, in Room 705, Victoria Building, at 11:05 a.m., the Deputy Chair, the Honourable Marjory LeBreton, presiding.

Members of the committee present: The Honourable Senators Callbeck, Cook, Cordy, Fairbairn, P.C., Graham, P.C., Kirby, LeBreton and Roche (8).

Other senators present: The Honourable Senators Finestone, P.C., and Morin (2).

In attendance: From the Research Branch of the Library of Parliament: Jay Sinha.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, April 26, 2001, the committee began its consideration of Bill S-21, An Act to guarantee the human right to privacy.

WITNESSES:

The Honourable Sheila Finestone, P.C., Sponsor of the Bill;

Eugene Leon Oscapella, Advisor.

From the Office of the Privacy Commissioner of Canada:

George Radwanski, Privacy Commissioner of Canada.

From Carleton University, Faculty of Law:

Professor Valerie Steeves, Director of the Technology Project, Centre for Law and Social Change.

From Justice Canada:

Elizabeth Sanderson, Senior General Counsel, Public Law Policy Section.

The Deputy Chair made a statement.

Senator Finestone made a statement and, together with Mr. Oscapella, answered questions.

At 12:04 p.m., Senator Kirby took the Chair.

Mr. Radwanski made a statement and answered questions.

Ms Sanderson made a statement. Professor Steeves made a statement. The witnesses answered question.

At 1:19 p.m., the committee adjourned to the call of the Chair.
