The Standing Senate Committee on Social Affairs, Science and Technology met this day at 2:00 p.m., in Room 505 of the Victoria Building, the Deputy Chair, the Honourable Marjory LeBreton, presiding.

Members of the committee present: The Honourable Senators Christensen, Cook, Cordy, Di Nino, Fitzpatrick, LeBreton, Maheu, Morin, Robichaud, P.C., Roche, and Rompkey, P.C (11).

Other senators present: The Honourable Senators Andreychuk, Beaudoin, Forrestall, and Meighen (4).

In attendance: Jay Sinha, Research Officer, Parliamentary Research Branch, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, September 27, 2001, the Committee resumed its consideration of Bill C-11, An Act respecting immigration to Canada and the granting of refugee protection to persons who are displaced, persecuted or in danger. (See Proceedings of the Committee, Issue No. 26 dated October 1, 2001, for full text of Order of Reference).

Carolyn Chaplin, Executive Assistant to the Minister of Citizenship.

Serge Charette, National President.

Professor Magnet made a presentation and answered questions.

Mr. Gervais and Ms Brosseau made a presentation and answered questions.

The Honourable Cameron Jackson, M.P.P., made a presentation and together with Messrs. Newark, Rider, and Montgomery answered questions.

The Honourable Cameron Jackson tabled with the Clerk of the Committee a letter dated September 28, 2001 addressed to the Honourable Elinor Caplan, P.C., M.P., Minister of Citizenship and Immigration, from the Honourable Cameron Jackson, Minister of Citizenship with Responsibility for Seniors, Province of Ontario, and the Honourable Brenda Elliott, Minister of Intergovernmental Affairs of the Province of Ontario, and filed as Exhibit No. 5900-1.37/S2-C-11, 35, 1.

At 5:10 p.m., the committee suspended.

At 5:18 p.m., the committee resumed.

Mr. Charette made a statement and answered questions.

At 6:01 p.m., the committee suspended.

At 6:10 p.m., the committee resumed in camera in Room 705, Victoria Building, to consider its business.

At 6:55 p.m., it was agreed that the committee adjourn to the call of the Chair.
