The Standing Senate Committee on Social Affairs, Science and Technology met this day at 9:05 a.m., in Room 505 of the Victoria Building, the Chair, the Honourable Michael Kirby, presiding.

Members of the committee present: The Honourable Senators Cook, Cordy, Di Nino, Kirby, LeBreton, Maheu, Morin, Pépin, Robichaud, P.C., and Roche (10).

Other senators present: The Honourable Senators Andreychuk, Christensen, and Rompkey, P.C. (3).

In attendance: Catherine Piccinin, Clerk of the Committee, and Jay Sinha, Research Officer, Parliamentary Research Branch, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, September 27, 2001, the Committee resumed its consideration of Bill C-11, An Act respecting immigration to Canada and the granting of refugee protection to persons who are displaced, persecuted or in danger. (See Proceedings of the Committee, Issue No. 26 dated October 1, 2001, for full text of Order of Reference).

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-11.

The Honourable Senator Cordy moved that the Bill be adopted.

The question being put on the motion, it was adopted, on division.

It was agreed that the committee proceed in camera to consider a draft report.

The committee adopted draft observations on Bill C-11 with certain modifications.

The committee proceeded in public.

The Honourable Senator Robichaud, P.C., moved that the Bill be reported to the Senate without amendment but with observations.

The question being put on the motion, it was adopted.

It was agreed that the Chair and the Deputy Chair be authorized to make changes to finalise the observations.

It was agreed that the Honourable Senator Cordy present the report on behalf of the Chair.

At 9:40 a.m., it was agreed that the committee adjourn to the call of the Chair.
