The Standing Senate Committee on National Security and Defence met this day in camera, at 9:40 a.m., in room 160-S (Subcommittee Room), Centre Block, the Chair, the Honourable Colin Kenny, presiding.

Members of the committee present: The Honourable Senators Banks, Cordy, Day, Forrestall, Kenny and Smith, P.C. (6).

In attendance: From the Parliamentary Research Branch, Library of Parliament: Grant Purves and Grant Dawson, Analysts; Major General (Ret'd) Keith McDonald, Senior Military Adviser; Veronica Morris, Communications Officer.

Also present: The official reporters of the Senate.

The committee considered its future agenda.

At 10:10 a.m., the committee suspended its sitting.

At 10:15 a.m., the committee continued its meeting in public in room 160-S, Centre Block.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 30, 2002, the committee proceeded upon its examination on the need for a national security policy for Canada. (See Issue No. 1, Monday, November 4, 2002, for the full text of the Order of Reference.)

WITNESSES:

From the Department of Transport Canada:

Mr. Gerry Frappier, Director General, Security and Emergency Preparedness and Chair of Interdepartmental Marine Security Working Group.

From the Department of National Defence:

Vice-Admiral Ronald Buck, Chief of Maritime Staff;

Captain Peter Avis, Director of Maritime Policy, Operations and Readiness.

Mr. Frappier made a statement and responded to questions.

At 11:40 a.m., the committee suspended its sitting.

At 11:45 a.m., the committee resumed its sitting.

Vice-Admiral Buck made a statement and with Captain Avis responded to questions.

Pursuant to the motion adopted by the committee on Monday, October 28, 2002, the following material was filed as exhibits with the Clerk.

From the Department of Citizenship and Immigration Canada:

Ms. Diane Merpaw, Acting Deputy Director, Policy Development and Coordination;

Superintendent Hansen made a statement and with Corporal Caron responded to questions.

Mr. Gadula made a statement and with Mr. Meisner answered questions.

At 3:45 p.m., the committee suspended its sitting.

At 3:50 p.m., the committee resumed its sitting.

Ms. Tracy made a statement and with Mr. Kobolak responded to questions.

Ms. Normoyle made a statement and with Ms. Merpaw responded to questions.

At 5:15 p.m., the committee continued its meeting in camera in room 160-S (Subcommittee Room), Centre Block.

It was moved by the Honourable Senator Banks, — That the Clerk invite, through the usual channels, Mr. William Elliott, Assistant Deputy Minister, Safety and Security, Transport Canada, as the witness at 6:00 p.m. on Monday, April 28, 2003 to discuss transportation security.

The motion being put on the motion, it was resolved in the affirmative.

The committee proceeded to consider an interim report including new cover and appendix of the Subcommittee on Veterans Affairs.

The Honourable Senator Meighen who was stranded in Toronto because of poor weather conditions joined the discussion by speakerphone.

It was moved by the Honourable Senator Day, — That the draft report be adopted.

The question being put on the motion, it was adopted.

At 6:35 p.m., the committee adjourned to the call of the Chair.
