The Standing Senate Committee on Energy, Environment and Natural Resources met in camera at 6:26 p.m. this day, in room 257 East Block, the Honourable Senator Banks, Chair, presiding.

Members of the committee present: The Honourable Senators Banks, Buchanan, P.C., Christensen, Finnerty, Kenny, Merchant, Milne, Spivak and Watt (9).

In attendance: From the Library of Parliament: Lynne Myers, Researcher, Science and Technology Division and James McQueen, Researcher, Economics Division.

Pursuant to rule 92(2)(e), the committee proceeded in camera for the consideration of a draft agenda.

It was agreed, — That the draft work plan for the Special Study of the committee be adopted.

At 6:45 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Energy, Environment and Natural Resources met at 6:02 p.m. this day, in room 257 East Block, the Honourable Tommy Banks, Chair, presiding.

Members of the committee present: The Honourable Senators Banks, Buchanan, P.C., Christensen, Eyton, Finnerty, Milne, and Spivak (7).

Other senator present: The Honourable Senator Sibbeston (1).

In attendance: From the Library of Parliament: Lynne Myers, Researcher, Science and Technology Division.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, November 7, 2002, the committee began its examination of emerging issues related to its mandate (implementation of the Kyoto Protocol).

WITNESSES:

From Natural Resources Canada:

Jim Comtois, Chief, Industrial, Commercial and Institutional Branch;

A.C. Taylor, Director, Transportation and Energy Use.

From Environment Canada:

Karen Anderson, Acting Director General, Administrative Services and Environmental Management Directorate;

Berny Latreille, Director, Environmental Affairs.

Jim Comtois and A.C. Taylor each made statements and together the witnesses answered questions.

Pursuant to rule 92(2)(e), at 7:44 p.m. the committee proceeded in camera for the consideration of a draft agenda.

At 8:00 p.m., it was agreed that the committee adjourn to the call of the Chair.
