The Standing Senate Committee on Energy, Environment and Natural Resources met at 5:21 p.m. this day, in room 257 East Block, the Deputy Chair, the Honourable Mira Spivak, presiding.

Members of the committee present: The Honourable Senators Buchanan, Christensen, Cochrane, Eyton, Milne, and Spivak (6).

In attendance: From the Library of Parliament: Lynne Myers, Researcher, Science and Technology Division and James McQueen, Researcher, Economics Division.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, February 25, 2003, the committee proceeded to study Bill S-10, concerning personal watercraft in navigable waters.

Senator Spivak informed the committee that since she is appearing as a witness, an acting Chair would be needed for the duration of her appearance.

The Honourable Senator Buchanan moved, — That the Honourable Senator Milne serve as Acting Chair until Senator Spivak can return to the Chair.

The question being put on the motion, — It was agreed.

WITNESSES:

From the Senate of Canada:

The Honourable Mira Spivak, Senator, Sponsor of the bill;

Barbara Robson, Researcher, Office of the Honourable Senator Spivak.

The Honourable Senator Spivak made a statement and together with Ms. Robson, answered questions.

The Honourable Senator Spivak tabled the following documents with the Clerk: correspondence received supporting control over PWC activity, filed as Exhibit 5900-2.37/E1-S-10, 10 ``1''; and miscellaneous press clippings related to personal watercraft and to the legislation, filed as Exhibit 5900-2.37/E1-S-10, 10 ``2''.

At 6:10 p.m., pursuant to the Order of Reference adopted by the Senate on Thursday, November 7, 2002, the committee continued its examination of emerging issues related to its mandate (implementation of the Kyoto Protocol). WITNESS:

As an individual:

Dr. John Nyboer, Ecological Economist, Simon Fraser University; co-author of The Cost of Climate Policy;

Dr. Nyboer made a statement and answered questions.

It was agreed, — That the committee purchase copies of Dr. Nyboer's book The Cost of Climate Policy to distribute to all members.

At 7 p.m., it was agreed that the committee adjourn to the call of the Chair.
