The Standing Committee on Internal Economy, Budgets and Administration met this day at 9:05 a.m. to consider administrative and other matters.

Senator Lise Bacon (Chairman) in the Chair.

[English]

The Chairman: Honourable senators, this may be our last meeting this year. In addition to the items on our agenda, I want to discuss a motion for Supplementary Estimates with you, and then there is the JIC dossier for the various parliamentary associations.

The first item on our agenda is the third report of the Subcommittee on Agenda and Procedure, the committee budgets. We are pleased to present our third report this morning. We heard from the Chairs of the Legal and Constitutional Affairs Committee, the Human Rights Committee and the Official Languages Committee. All three requests were modest.

Your Subcommittee recommends that the following funds be released: $15,870 for the Committee on Legal and Constitutional Affairs; $17,500 for the Committee on Human Rights; and $5,000for the Official Languages Committee.

[English]

The recommended releases total $38,370. If these amounts are released, a total of $1,214,817 will have been recommended for release by the Internal Economy Committee.

Your Subcommittee realizes that there are still two budgets to be considered and hopes to be able to review these budgets at its first meeting after the Christmas break.

[English]

I request the adoption of the third report, honourable senators.

Senator Austin: I move the adoption of the report.

The Chairman: Is it agreed, honourable senators?

Hon. Senators: Agreed.

The Chairman: Honourable senators, today we have the pleasure of receiving Mr. Giuliano Zaccardelli, Commissioner of the Royal Canadian Mounted Police. Mr. Zaccardelli will present an overview of the security issues on Parliament Hill, following which we will be able to ask him questions.

Mr. Zacardelli is accompanied by Mr. Dwight William McCallum, Deputy Commissioner at RCMP Headquarters in Ottawa.

Welcome, gentlemen. We will now proceed in camera.
