The Standing Senate Committee on Legal and Constitutional Affairs met this day, at 5:20 p.m., in room 257, East Block, the Honourable Senator Furey, Chair, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Beaudoin, Bryden, Buchanan, P.C, Cools, Furey, Jaffer, Joyal, P.C., Nolin, Pearson and Smith, P.C. (11).

Other senators present: The Honourable Senator Corbin (1).

In attendance: From the Library of Parliament, Nancy Holmes.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, October 8, 2002, the committee started its study of Bill S-5, An Act respecting a National Acadian Day.

WITNESS:

From the Senate of Canada:

The Honourable Gerald J. Comeau, Senator.

The Honourable Senator Comeau made a statement and answered questions.

At 6:05 p.m., the committee proceeded to discuss of the business of the committee.

At 6:15 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Legal and Constitutional Affairs met this day, at 4:50 p.m., in room 257, East Block, the Honourable Senator Furey, Chair, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Beaudoin, Bryden, Buchanan, P.C, Cools, Furey, Joyal, P.C., Pearson and Stratton (9).

Pursuant to the Order of Reference adopted by the Senate on Wednesday, November 20, 2002, the committee started its study of Bill C-10, An Act to amend the Criminal Code (cruelty to animals and firearms) and the Firearms Act.

APPEARING:

The Honourable Martin Cauchon, P.C., M.P., Minister of Justice and Attorney General of Canada.

WITNESSES:

Richard G. Mosley, Q.C., Assistant Deputy Minister, Criminal Law Policy and Community Justice Branch;

Kathleen Roussel, Counsel, Legal Services, Canadian Firearms Centre.

The Honourable Martin Cauchon, P.C, M.P., made an opening statement.

At 5:40 p.m., the committee proceeded to discuss Bill S-5.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, October 8, 2002, the committee continued its study of Bill S-5, An Act respecting a National Acadian Day.

Dr. Neil Boucher, Historian.

Dr. Boucher made a statement and answered questions.
