The Standing Senate Committee on Legal and Constitutional Affairs met this day, at 4:08 p.m., in room 257, East Block, the Chair, the Honourable Senator Furey, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Baker, P.C., Beaudoin, Bryden, Cools, Furey, Joyal, P.C., Pearson, Smith, P.C. and Stratton (10).

Other senators present: The Honourable Senators Adams, Buchanan, P.C., Sparrow and St. Germain, P.C. (4).

In attendance: From the Library of Parliament, Nancy Holmes and Gérald Lafrenière.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, November 20, 2002, the committee continued its study of Bill C-10, An Act to amend the Criminal Code (cruelty to animals and firearms) and the Firearms Act. (For complete text of Order of Reference see proceedings of the committee, Issue No. 2.)

Ronald Sklar, Law Professor, McGill University.

The Canadian Council of Criminal Defence Lawyers, Mr. Trotter, Mr. Chipeur, Ms. Sullivan and Mr. Sklar each made an opening statement and together, the witnesses answered questions.

Mr. Chipeur and Mr. Sklar each submitted a brief to the committee.

At 6:59 p.m., it was agreed — That the committee adjourn to the call of the Chair.
