The Standing Senate Committee on Legal and Constitutional Affairs met this day, in camera, at 4:37 p.m., in room 705, Victoria Building, the Chair, the Honourable Senator George J. Furey, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Beaudoin, Furey, Joyal, P.C, Pearson and Smith (6).

Other senators present: The Honourable Senators Adams and Watt (2).

In attendance: From the Library of Parliament, Gérald Lafrenière and Mary Hurley.

Also in attendance: The official reporters of the Senate.

In accordance with rule 92(2)(e), the committee considered its future business in camera.

At 5:10 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Legal and Constitutional Affairs met this day, at 11:02 a.m., in room 705, Victoria Building, the Chair, the Honourable Senator George J. Furey, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Beaudoin, Bryden, Cools, Furey, Joyal, P.C, Pearson and Smith (8).

In attendance: From the Library of Parliament, Gérald Lafrenière and Mollie Dunsmuir.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, February 27, 2003, the committee continued its study of Bill S-12, An Act to repeal legislation that has not been brought into force within ten years of receiving royal assent. (For complete text of Order of Reference see proceedings of the committee, Issue No. 11.)

WITNESSES:

From the Department of Justice of Canada:

John Mark Keyes, Director, Legislative Policy and Development, Advisory and Development Services Group;

Daniel Ricard, Deputy Chief Legislative Counsel, Drafting Services Group.

Mr. Ricard and Mr. Keyes made a statement and together, witnesses answered questions.

The officials from the Department of Justice of Canada submitted a brief to the committee.

At 12:15 p.m., the committee adjourned to the call of the Chair.
