The Standing Senate Committee on Social Affairs, Science and Technology met this day, at 4:00 p.m. in room 705, Victoria Building, the Chair, the Honourable Michael Kirby, presiding.

Members of the committee present: The Honourable Senators Callbeck, Fairbairn, P.C., Keon, Kirby, Léger, Morin, Robertson, Roche and Rossiter (9).

In attendance: From the Parliamentary Research Branch, Library of Parliament: Odette Madore and Howard Chodos.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, February 4, 2003, the committee continued its consideration of issues arising from, and developments since the tabling of its final report on the state of health care system in Canada in October 2002, in particular, issues concerning mental health and mental illness.

WITNESSES:

From the Canadian Institutes of Health Research:

Bronwyn Shoush, Board Member, Institute of Aboriginal Peoples' Health.

From the University of Manitoba:

Mr. John Arnett, Head, Department of Clinical Health Psychology, Faculty of Medicine.

From the Centre for Addiction and Mental Health:

Ms. Rena Scheffer, Director, Public Education and Information Services.

As an individual:

Ms. Nancy Hall, Mental Health Consultant.

John Arnett, Bronwyn Shoush, Nancy Hall and Rena Scheffer each made a presentation and answered questions.

At 6:23 p.m., the committee adjourned to the call of the Chair.

Dr. Donald Addington, Professor and Head, Department of Psychiatry.

From the University of Manitoba:

Mr. Robert McIlwraith, Professor and Director, Rural and#38; Northern Psychology Programme.

From the Registered Psychiatric Nurses of Canada:

Ms. Margaret Synyshyn, President.

David Marsh, Donald Addington, Robert McIlwraith and Margaret Synyshyn each made a presentation and answered questions.

The Honourable Fairbairn moved — That the Standing Senate Committee on Social Affairs, Sciences and Technology approve the transfer of $ 300 from the heading of "Transport and Communications" to the heading of "All Other Expenditures."

The question being put on the motion, it was adopted.

At 1:00 p.m., the committee adjourned to the call of the Chair.
