The Standing Senate Committee on Transport and Communications met this day at 10:34 a.m., in room 256-S, Centre Block, the Chair, the Honourable Joan Fraser, presiding.

Members of the committee present: The Honourable Senators Adams, Callbeck, Fraser, Phalen, Setlakwe and Spivak (6).

In attendance: Joseph P. Dion, Research Officer, Parliamentary Research Branch, Library of Parliament.

Also in attendance: The official reporters of the Senate.

The question being put on the motion, it was adopted.

The committee considered the following draft budget application for its legislative work for the financial year ending March 31, 2003

Professional and Special Services

Transportation and Communications

All Other Expenditures

After debate, the Honourable Senator Spivak moved — That the committee adopt the draft budget application for submission to the Standing Committee on Internal Economy, Budgets, and Administration.

The committee considered the following draft budget application for its study of issues facing the intercity busing industry:

Professional and Special Services   

 $ 13,000

Transportation and Communications   

 $ 0

All Other Expenditures   

 $ 0

Total   

 $ 13,000

After debate, the Honourable Senator Phalen moved — That the committee adopt the draft budget application for submission to the Standing Committee on Internal Economy, Budgets, and Administration.

The question being put on the motion, it was adopted.

At 10:42 a.m., it was agreed that the committee adjourn to the call of the Chair.

The Standing Senate Committee on Transport and Communications met this day at 9:35 a.m., in room 256-S, Centre Block, the Chair, the Honourable Joan Fraser presiding.

Members of the committee present: The Honourable Senators Adams, Callbeck, Eyton, Fraser, Graham, P.C., LaPierre, Phalen and Spivak (8).

In attendance: Joseph P. Dion, Research Officer, Parliamentary Research Branch, Library of Parliament, and Martin Brennan, special advisor to the Committee.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 30, 2002, the Committee proceeded to study the issues facing the intercity busing industry.

Mr. Sylvain Langis, President and Chief Executive Officer.

Mr. Langis made a statement and answered questions.

At 10:42 a.m., the committee suspended.

At 10:48 a.m., the committee resumed in camera, pursuant to rule 92(2)(f), to consider a draft report.

At 11:38 a.m., it was agreed that the committee adjourn to the call of the Chair.

The Standing Senate Committee on Transport and Communications met this day, in camera pursuant to rule 92(2), at 10:50 a.m., in Room 256-S, Centre Block, the Chair, the Honourable Joan Fraser, presiding.

Members of the committee present: The Honourable Senators Biron, Eyton, Fraser, Graham, P.C., Gustafson, Phalen and Spivak (7).

In attendance: Keli Hogan, Legislative Clerk, Committees and Private Legislation Directorate, the Senate; and Joseph P. Dion, Research Officer, Parliamentary Research Branch, Library of Parliament.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 30, 2002, the committee proceeded to study the issues facing the intercity busing industry.

It was moved that the committee adopt the draft report on the Canadian intercity busing industry, and that the Chair and Deputy Chair be authorized to make minor corrections without affecting the content.

The question being put on the motion, it was adopted.

The committee considered its future business.

It was moved that the committee suspend clause-by-clause consideration of Bill S-8, An Act to amend the Broadcasting Act, in order to receive evidence from additional witnesses.

The question being put on the motion, it was adopted.

At 11:32 a.m., it was agreed that the committee adjourn to the call of the Chair.

In attendance: Terrence Thomas and Joseph P. Dion, Research Officers, Parliamentary Research Branch, Library of Parliament.

Pursuant to the Order of Reference adopted by the Senate on Thursday, October 24, 2002, the committee continued its examination of Bill S-8, An Act to amend the Broadcasting Act. (For complete text of Order of Reference, see proceedings of the committee, Issue No. 1, dated October 29, 2002.)

WITNESSES:

Mr. Andrew Reddick, Director of Research.

From the Union des consommateurs:

Mr. Jean Sébastien, Delegate.

Michael Janigan and Andrew Reddick made a presentation.

The Honourable Senator LaPierre raised a point of order relating to receiving documents in one language.

The Chair ruled that, in light of Canadians' right to address Parliament in the official language of their choice, there was no valid point of order.

Michael Janigan and Andrew Reddick answered questions.

Jean Sébastien made a presentation and answered questions.

At 12:30 p.m., it was agreed that the committee adjourn to the call of the Chair.
