The Subcommittee on Veterans Affairs of the Standing Senate Committee on National Security and Defence met this day, at 12:20 p.m., in Room 257-E East Block, the Chair, the Honourable Michael A. Meighen, presiding.

Members of the subcommittee present: The Honourable Senators Atkins, Day, Meighen, and Wiebe (4).

Other senator present: The Honourable Senator Forrestall (1).

In attendance: From the Senate: From the Parliamentary Research Branch, Library of Parliament: Michel Rossignol, Analyst; Veronica Morris, Communications Officer.

Pursuant to the Orders of Reference adopted by the Senate on Thursday, September 18, 2003 and the motion of the Main Committee on September 29, the subcommittee commenced its study on veterans services and benefits, commemorative activities and veterans charter.

APPEARING:

The Honourable Rey Pagtakhan, P.C., M.P., Minister of Veterans Affairs.

WITNESSES:

From the Department of Veterans Affairs Canada:

Jack Stagg, Deputy Minister;

Robert Mercer, Executive Director.

The Honourable Rey Pagtakhan, P.C., M.P., made an opening statement and with Mr. Stagg and Mr. Mercer answered questions.

The Subcommittee on Veterans Affairs of the Standing Senate Committee on National Security and Defence met this day, in camera at 4:10 p.m., in Room 160-S (Subcommittee room) Centre Block, the Chair, the Honourable Michael A. Meighen, presiding.

Members of the subcommittee present: The Honourable Senators Atkins, Day, Kenny, Meighen, and Wiebe (5).

Other senators present: The Honourable Senators Forrestall, Banks, Cordy (3).

In attendance: From the Senate: From the Parliamentary Research Branch, Library of Parliament: Michel Rossignol, Analyst; Veronica Morris, Communications Officer.

The subcommittee proceeded to consider a draft report.

It was moved by Senator Wiebe — That the draft report on commemorative activities be approved, subject to editing changes by the Chair and Deputy Chair and reported to the Committee on National Security and Defence.

The question being put, it was adopted in the affirmative.

The following material was filed as exhibits with the Clerk:
