The Standing Senate Committee on National Finance met at 9:30 a.m., this day, in room 705, Victoria Building, the Chair, the Honourable Lowell Murray, P.C. presiding.

Members of the committee present: The Honourable Senators Biron, Comeau, Doody, Downe, Finnerty, Hubley, Lynch-Staunton, Mercer, Murray P.C., Oliver, Ringuette and Robichaud, P.C. (12).

In attendance: Mr. Guy Beaumier and Mr. Stephen Laurent, Research Officers, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Monday, March 22, 2004, the committee commenced its examination of Bill C-27, for granting to Her Majesty certain sums of money for the public service of Canada for the financial year ending March 31, 2005.

WITNESSES:

From the Treasury Board of Canada:

Jim Judd, Secretary of the Treasury Board of Canada;

Mike Joyce, Assistant Secretary, Expenditure and Management Strategies Sector.

Mr. Judd made a statement and, together with the other witness, answered questions.

It was moved by the Honourable Senator Finnerty, that the committee complete clause by clause consideration of Bill C-27.

The question being put on the motion, it was adopted.

It was agreed, that the title stand.

It was agreed that the preamble stand.

It was agreed, that clause 1 stand.

It was agreed, that clause 2 carry.

It was agreed, that clause 3 carry.

It was agreed, that clause 4 carry.

It was agreed, that clause 5 carry.

It was agreed, that clause 6 carry.

It was agreed, that clause 7 carry.

It was agreed, that schedule 1.1 carry.

It was agreed, that schedule 1.2 carry.

It was agreed, that schedule 2 carry.

It was agreed, that the title carry.

It was agreed, that the preamble carry.

It was agreed, that clause 1 carry.

It was agreed, that Bill C-27 be adopted without amendment.

It was agreed that the Chair report Bill C-27 at the next sitting of the Senate.

At 10:25 a.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on National Finance met at 6:20 p.m., this day, in room 505, Victoria Building, the Chair, the Honourable Lowell Murray, P.C. presiding.

Members of the committee present: The Honourable Senators Banks, Comeau, Hubley, Mahovlich, Mercer, Murray P.C., Oliver, Ringuette and Robichaud, P.C. (9).

Pursuant to the Order of Reference adopted by the Senate on February 26, 2004, the committee continued its examination of the expenditures set out in the Estimates for the fiscal year ending March 31, 2005. Dr. Harvey Lazar, Director, Institute of Intergovernmental Relations.

Dr. Lazar made a statement and answered questions.
