The Standing Senate Committee on Foreign Affairs met, together with the Standing Committee of the House of Commons on Foreign Affairs and International Trade, at 3:23, this day, in room 160-S, Centre Block, the Chair, the Honourable Consiglio Di Nino (Vice-Chairman) and Bernard Patry, MP, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Carney, P.C., Corbin, De Bané, P.C., Di Nino, Eyton, Graham, P.C., Mahovlich, Poy and Sparrow (10).

Other senators present: The Honourable Senators Gill and Merchant (2).

Members of the House of Commons Committee present: Stéphane Bergeron, Stockwell Day, Art Eggleton, P.C., Paul Macklin, Alexa McDonough, Dan McTeague, P.C., Bernard Patry and Raymond Simard (8).

Other members present: Eleni Bakopanos, Gérard Binet, Charles Caccia, P.C., Jeannot Castonguay, Sophia Leung, Deepak Obhrai and Yves Rocheleau (6).

Also present: Stephen Knowles, Clerk of the Standing Committee on Foreign Affairs and International Trade of the House of Commons.

In attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, April 22 2004, the committee joins the Standing Committee on Foreign Affairs and International Trade of the House of Commons for a joint meeting in order to meet with His Holiness the Dalai Lama and his delegation.

WITNESSES:

His Holiness the Dalai Lama.

From the Canada Tibet Committee:

Thubten Samdup, President;

Tenzin Dargyal, President, Montreal Branch;

Venerable Samdhong Rinpoche, Chair, Tibetan Government in Exile;

Lodi Gyari, Special Envoy of His Holiness the Dalai Lama.

Mr. Samdup and Mr. Dargyal made an opening statement.

His Holyness made an opening statement and, together with Mr. Rinpoche and Mr. Gyari, answered questions.

At 4:24, the committee adjourned to the call of the Chair.
