Your Committee, to which was referred Bill S-4, An Act to amend the Official Languages Act (promotion of English and French), has, in obedience to the Order of Reference of Thursday, February 26, 2004, examined the said Bill and now reports the same without amendment.

The Standing Senate Committee on Official Languages has the honour to present its
FOURTH REPORT
Your Committee, which was authorized by the Senate on February 19, 2004, to examine and report upon the operation of the Official Languages Act, and of regulations and directives made thereunder, respectfully requests that it be empowered to engage the services of such counsel, technical, clerical and other personnel as may be necessary for the purpose of such study.
Pursuant to section 2:07 of the Procedural Guidelines for the Financial Operation of Senate Committees, the budget submitted to the Standing Committee on Internal Economy, Budgets and Administration and the report thereon of that Committee are appended to this report.

APPLICATION FOR BUDGET AUTHORIZATION
FOR THE FISCAL YEAR ENDING MARCH 31, 2004
Extract from the Journals of the Senate, Thursday, February 19, 2004:
The Honourable Senator Chaput moved, seconded by the Honourable Senator Ringuette:
That the Standing Senate Committee on Official Languages be authorized to study and report from time to time upon the operation of the Official Languages Act, and of regulations and directives made thereunder, within those institutions subject to the Act, as well as upon the reports of the Commissioner of Official Languages, the President of the Treasury Board and the Minister of Canadian Heritage;
That the Committee table its final report no later than June 30 2004; and
That the papers and evidence received and taken on the subject and the work accomplished during the Second Session of the 37th Parliament be referred to the Committee.
