The Standing Senate Committee on Social Affairs, Science and Technology met this day, at 9:32 a.m. in room 160-S, Centre Block, the Chair, the Honourable Michael Kirby, presiding.

Members of the committee present: The Honourable Senators Chaput, Cordy, Kirby, LeBreton, Morin, Pearson, Pépin and Roche (8).

In attendance: From the Parliamentary Research Branch, Library of Parliament: Sonya Norris.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Friday, February 13, 2004, the committee continued its study on Bill C-6, An Act respecting assisted human reproduction and related research. (For complete text of order of reference, see Proceedings of committee, Issue No. 1.)

From the Juvenile Diabetes Research Foundation:

Robert Hindle, Chair.

From Muscular Dystrophy Canada:

Kenneth Kramer, Vice Chair.

From the Alzheimer Society of Canada:

Stephen Rudin, Executive Director.

From Parkinson Society Canada:

David Simmonds, Past Chair, Board of Directors.

From the ALS Society of Canada:

Nigel Van Loan, Member of the Board of Directors.

From the Canadian Women's Health Network:

Madeline Boscoe, Executive Director (by videoconference).

From the University of Victoria:

Michael Prince, Acting Dean (by videoconference).

As an individual:

Dr. Robin Walker, Children's Hospital of Eastern Ontario (by videoconference).

Jennifer Stoddart made a presentation and answered questions.

At 9:57 a.m., Senator LeBreton assumed the Chair.

At 10:13 a.m., Senator Kirby returned to the Chair.

Deanna Greotzinger, Robert Hindle, Kenneth Kramer, Stephen Rudin, David Simmonds and Nigel Van Loan each made a presentation and answered questions.

At 11:35 a.m., the committee suspended.

At 12:00 p.m., the committee resumed.

Madeline Boscoe, Michael Prince and Robin Walker each made a presentation and answered questions.

At 1:09 p.m., the committee suspended.

At 1:11 p.m., the committee resumed.

The Honourable Senator LeBreton moved: That the committee dispense with clause-by-clause consideration of Bill C-6, An Act respecting assisted human reproduction and related research and report the bill to the Senate without amendments.

After debate,

The question being put on the motion, it was adopted.

The Honourable Senator Pépin moved:

That the committee adopt the amended observations;

That Senator Kirby and Senator LeBreton be authorized to approved the final text; and,

That the Chair send copies of the observations to the Minister of Health and to Ian Shugart, Assistant Deputy Minister, Health Policy and Communications Branch.

After debate,

The question being put on the motion, it was adopted.

At 1:45 p.m., the committee adjourned to the call of the Chair.
