The Standing Senate Committee on Social Affairs, Science and Technology met this day, at 4:05 p.m. in room 705, Victoria Building, the Chair, the Honourable Michael Kirby, presiding.

Members of the committee present: The Honourable Senators Callbeck, Cook, Cordy, Fairbairn P.C., Forrestall, Kinsella, Kirby, LeBreton, Léger and Morin (10).

In attendance: From the Parliamentary Research Branch, Library of Parliament: Benjamin Dolin, Howard Chodos and Odettte Madore.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, April 1, 2004, the committee continued its study on Bill S-17, to amend the Citizenship Act. (For complete text of order of reference, see Proceedings of the Committee, Issue No. 6.)

The Honourable Senator LeBreton moved, that the committee dispense with clause-by-clause consideration of Bill S-17, to amend the Citizenship Act and report the bill to the Senate without amendment.

The question being put on the motion, it was adopted.

Pursuant to the Order of Reference adopted by the Senate on Friday, February 13, 2004, the committee continued its study on issues arising from, and developments since, the tabling of its final report on the state of the health care system in Canada in October 2002. In particular, the committee shall be authorized to examine issues concerning mental health and mental illness. (For complete text of order of reference, see Proceedings of the Committee, Issue No. 5).

WITNESSES:

From the Ontario Federation of Community Mental Health and Addiction:

David Kelly, Executive Director.

From the Centre for Addiction and Mental Health:

Christine Bois, Provincial Priority Manager for Concurrent Disorders;

Wayne Skinner, Clinical Director, Concurrent Disorders Program;

Brian Rush, Research Scientist, Social Prevention and Health Policy.

David Kelly, Brian Rush, Wayne Skinner and Christine Bois each made a presentation and answered questions.

At 5:20 p.m., Senator LeBreton assumed the Chair.

At 5:30 p.m., Senator Kirby resumed the Chair.

At 6:10 p.m., the committee adjourned to the call of the Chair.
