The Standing Senate Committee on Transport and Communications met this day at 9:35 a.m., in room 505, Victoria Building, the Chair, the Honourable Joan Fraser, presiding.

Members of the committee present: The Honourable Senators Adams, Andreychuk, Beaudoin, Corbin, Day, Fraser, Graham, P.C., Jaffer, Merchant, Phalen, and Spivak (11).

In attendance: Allison Padova, Research Officer, Parliamentary Research Branch, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 11, 2004, the committee continued its examination of Bill C-7, An Act to amend certain Acts of Canada, and to enact measures for implementing the Biological and Toxin Weapons Convention, in order to enhance public safety. (For complete text of order of reference see proceedings of the committee, Issue No. 3, dated March 16, 2004.)

WITNESSES:

Mr. Daniel Jean, Assistant Deputy Minister, Policy and Program Development;

Ms. Caroline Melis, Director General, Admissibility Branch;

Ms. Julie Watkinson, Legal Counsel.

From the Canada Border Services Agency:

Mr. Denis Lefebvre, Executive Vice-President;

Mr. Mark Connolly, Head, Customs Contraband, Intelligence and Investigations.

From the Canadian Security Intelligence Service:

Mr. Ward P. D. Elcock, Director.

Messrs. Jean and Lefebvre made a presentation and, with Ms. Watkinson and Ms Melis, answered questions.

Mr. Elcock made a presentation and answered questions.

At 11:24 a.m., it was agreed that the committee adjourn to the call of the Chair.

The Standing Senate Committee on Transport and Communications met this day at 10:47 a.m., in room 160-S, Centre Block, the Chair, the Honourable Joan Fraser, presiding.

Members of the committee present: The Honourable Senators Adams, Andreychuk, Corbin, Day, Fraser, Gustafson, Merchant, Phalen, Spivak, and Stratton (10).

At 12:37 p.m., the committee suspended.

At 12:46 p.m., the committee resumed in camera pursuant to rule 92(2)(f) to consider a draft report on its Order of Reference related to the current state of Canadian media industries as approved by the Senate on Friday, February 13, 2004. At 1:06 p.m., it was agreed that the committee adjourn to the call of the Chair.
