The Standing Senate Committee on National Finance met at 9:38 a.m., this day, in room 9, Victoria Building, the Chair, the Honourable Donald H. Oliver, presiding.

Members of the committee present: The Honourable Senators Biron, Day, Ferretti Barth, Harb, Mitchell, Oliver, Ringuette, Segal and Stratton (9).

In attendance: Odette Madore and Alex Smith, Research Officers, Library of Parliament; Tõnu Onu, Committee Clerk, Committees Directorate.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Monday, March 7, 2005, the committee continued its consideration of the examination of the Main Estimates laid before Parliament for the fiscal year ending March 31, 2006. (For complete text of the Order of Reference, please see Issue No. 14 of the proceedings of the committee.)

WITNESSES:

Jonathan Malloy, Professor, Department of Political Science, Carleton University.
