The Standing Senate Committee on Foreign Affairs met at 5:09 p.m., this day, in room 160-S, Centre Block, the Chair, the Honourable Peter A. Stollery, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Carney, P.C., Corbin, Di Nino, Downe, Eyton, Mahovlich, Prud'homme, P.C., Robichaud, P.C. and Stollery (10).

Other senators present: The Honourable Senators Kenny, Kinsella and Poy (3).

In attendance: From the Parliamentary Research Branch, Library of Parliament: Peter Berg, Blayne Haggart and Michael Holden, Analysts.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, November2, 2004, the committee began its study of the performance reports for the period ending March 31, 2004, of: a) Foreign Affairs Canada, b) International Trade Canada, and c) Canadian International Development Agency, laid before the Senate October 28, 2004.

APPEARING:

The Honourable Aileen Carroll, P.C., M.P., Minister of  International Cooperation.

WITNESSES:

Paul Thibault, President;

Ric Cameron, Senior Vice-President;

Denis Kingsley, Vice-President, Human Resources and Corporate Services Branch.

The minister made a statement and, with the other witnesses, answered questions.

At 6:35 p.m., the committee adjourned to the call of the Chair.

Pursuant to the Order of Reference adopted by the Senate Tuesday, November 2, 2004, the committee continued its consideration of the performance reports for the period ending March 31, 2004, of: a) Foreign Affairs Canada, b) International Trade Canada and c) Canadian International Development Agency, laid before the Senate October 28, 2004.

APPEARING:

The Honourable Pierre Pettigrew, P.C., M.P., Minister of Foreign Affairs.

WITNESS:

Kathryn McCallion, Assistant Deputy Minister, Corporate Services, Passport and Consular Affairs.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, December 8, 2004, the committee began its consideration of the development and security challenges facing Africa; the response of the international community to enhance that continent's development and political stability; the Canadian foreign policy as it relates to Africa, and other related topics.

APPEARING:

The Honourable Pierre Pettigrew, P.C., MP, Minister of Foreign Affairs.

The minister made a statement and answered questions.

At 5:01 p.m., the committee suspended.

At 5:04 p.m., the committee resumed.

The Honourable Senator Corbin proposed that the committee adopt the following budget for its study of Africa:

Professional Services and Others   $ 11,200
Transport and Communications   $ 16,000
Other Expenses   $   1,000
TOTAL   $ 28,200

After discussion, the question being put on the motion, it was adopted.

The Honourable Senator Andreychuk proposed that the committee adopt the following legislative budget:

Professional Services and Other   $ 3,000
Transport and Communications   $    750
Other Expenses   $    750
TOTAL   $ 4,500

The question being put on the motion, it was adopted.

At 5:24 p.m., the committee adjourned to the call of the Chair.
