The Standing Senate Committee on Foreign Affairs met this day at 5:04 p.m. in room 160-S of the Centre Block, the Chair, the Honourable Peter A. Stollery, presiding.

Members of the committee present: The Honourable Senators Carney, P.C., Corbin, De Bané, P.C., Di Nino, Downe, Grafstein, Mahovlich, Prud'homme, P.C., Robichaud, P.C. and Stollery (10).

Other senator present: The Honourable Senator Losier-Cool (1).

Also present: From the Parliamentary Research Branch of the Library of Parliament: Peter Berg and Michael Holden, Analysts.

In attendance: The official reporters of the Senate.

Pursuant to the Order of Reference passed by the Senate on Wednesday, December 8, 2004, the committee continued to examine the development and security challenges facing Africa; the response of the international community to enhance that continent's development and political stability; Canadian foreign policy as it relates to Africa; and other related subjects. WITNESSES:

Association of Professional Producers of Mali:

Ibrahima Coulibaly, Manager of External Affairs.

Ethio-Organic Seed Action, Ethiopia:

Dr. Regassa Feyissa, Founder and Executive Director.

National Institute for Scientific and Industrial Research of Zambia:

Mwananyanda Mbikusita Lewanika, Executive Director.

Messrs. Coulibaly, Feyissa and Lewanika made presentations and answered questions.

At 6:29 p.m., the committee suspended its proceedings.

At 6:35 p.m., the committee reconvened in camera pursuant to rule 92(2)(e).

The committee discussed a draft agenda.

The Honourable Senator Di Nino moved that the committee approve the draft budget for the consideration of proposed legislation and that the Chair table said budget to the Standing Committee on Internal Economy, Budgets and Administration for its approval:

Professional and other services   $ 3,000
Transportation and communications   $    750
Miscellaneous expenses   $    750
TOTAL   $ 4,500

The question being put on the motion, it was resolved in the affirmative.

The Honourable Senator Di Nino moved that the committee approve the draft budget for its special study on Africa and that the Chair table said budget to the Standing Committee on Internal Economy, Budgets and Administration for its approval:

Professional and other services   $   74,500
Transportation and communications   $ 407,162
Miscellaneous expenses   $   34,000
TOTAL   $ 515,662

A debate ensued, and the question being put on the motion, it was resolved in the affirmative.

The Honourable Senator Mahovlich moved that the committee approve the draft budget for its study on foreign relations in general and that the Chairman table said budget to the Standing Committee on Internal Economy, Budgets and Administration for its approval:

Professional and other services   $ 12,500
Transportation and communications   $ 38,750
Miscellaneous expenses   $      500
TOTAL   $ 51,750

And the question being put on the motion, it was resolved in the affirmative.

At 7 p.m., the committee adjourned to the call of the Chair.
