The Standing Senate Committee on Foreign Affairs met this day at 5:02 p.m. in room 160-S of the Centre Block, the Chairman, the Honourable Peter A. Stollery, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Corbin, Downe, Mahovlich, Prud'homme, P.C., Robichaud, P.C. and Stollery (7).
Also present: From the Parliamentary Research Branch of the Library of Parliament: Blayne Haggart, Research Analyst.
In attendance: The official reporters of the Senate.
Pursuant to the Order of Reference adopted by the Senate on Wednesday December 8, 2004, the committee continued to examine the development and security challenges facing Africa; the response of the international community to enhance that continent's development and political stability; Canadian foreign policy as it relates to Africa, and other related matters. Mr. Lynch made a presentation and answered questions.

At 5:25 p.m., the committee resumed sitting.
It was moved by the Honourable Senator Di Nino — That the committee concur in the following budget application for the purpose of its special study on Africa and that the Chair submit the said budget to the Standing Committee on Internal Economy, Budgets and Administration for approval:
