The Standing Senate Committee on Human Rights has the honour to present its

SEVENTH REPORT

Your Committee, which was authorized by the Senate on Wednesday, November 3, 2004, to invite from time to time the President of Treasury Board, the President of the Public Service Commission, their officials, as well as other witnesses to appear before the Committee for the purpose of examining cases of alleged discrimination in the hiring and promotion practices of the Federal Public Service and to study the extent to which targets to achieve employment equity for minority groups are being met, respectfully requests for the purpose of this study that it be empowered to engage the services of such counsel, technical, clerical and other personnel as may be necessary.

Pursuant to Chapter 3:06, section 2(1)(c) of the Senate Administrative Rules, the budget submitted to the Standing Committee on Internal Economy, Budgets and Administration and the report thereon of that Committee are appended to this report.

ORDER OF REFERENCE

Extract from the Journals of the Senate, Wednesday, November 3, 2004:

The Honourable Senator Andreychuk moved, seconded by the Honourable Senator Comeau:

THAT the Standing Senate Committee on Human Rights be authorized to invite from time to time the President of Treasury Board, the President of the Public Service Commission, their officials, as well as other witnesses to appear before the Committee for the purpose of examining cases of alleged discrimination in the hiring and promotion practices of the Federal Public Service and to study the extent to which targets to achieve employment equity for minority groups are being met; and

THAT the Committee continue to monitor developments on the subject and submit a final report to the Senate no later than December 23, 2005.

The question being put on the motion, it was adopted.
