The Standing Senate Committee on Official Languages met at 5:03 p.m., this day, in room 256-S, Centre Block, the Chair, the Honourable Eymard G. Corbin, presiding.

Members of the committee present: The Honourable Senators Buchanan, P.C., Chaput, Corbin, Jaffer, and Léger (5).

In attendance: From the Parliamentary Research Branch, Library of Parliament: Marie-Ève Hudon.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, October 21, 2004, the committee continued its study of the Annual Report of the Commissioner of Official Languages 2003-04, tabled in the Senate on October 19, 2004. (See Issue No. 2, Monday, November 1, 2004, for the full text of the Order of Reference.)

APPEARING:

The Honourable Mauril Bélanger, P.C., M.P., Minister responsible for Official Languages.

WITNESS:

Ms. Marie E. Fortier, Deputy Minister, Intergovernmental Affairs.

Mr. Bélanger made an opening statement and, together with Ms. Fortier, answered questions.

At 6:35 p.m., pursuant to rule 92(2)(e), the committee continued in camera to consider a draft agenda.

It was agreed that staff remain.

The committee discussed future business and draft budgets.

It was agreed that the following draft budget application for its legislative work for the fiscal year ending March 31, 2005 be adopted and submitted to the Standing Committee on Internal Economy, Budgets and Administration.

Total    $ 18,000

It was agreed that the following draft budget application for its special study on the application of the Official Languages Act for the fiscal year ending March 31, 2005 be adopted and submitted to the Standing Committee on Internal Economy, Budgets and Administration.

Total    $ 6,500

It was agreed that the following draft budget application for its legislative work for the fiscal year ending March 31, 2006 be adopted and submitted to the Standing Committee on Internal Economy, Budgets and Administration.

At 7:50 p.m., the committee adjourned to the call of the Chair.

Pursuant to the order of reference adopted by the Senate on Wednesday, November 3, 2004, the committee undertook its study of the Official Languages Act, with a view to report on the application thereof from time to time, and of the regulations and directives made under it, within those institutions subject to the act.

Ms. Frulla made an opening statement and, together with Ms. Larocque, Ms. Sarkar and Mr. Lussier, answered questions.

At 6:48 p.m., the committee adjourned to the call of the Chair.
