The Standing Senate Committee on Social Affairs, Science and Technology met at 9:02 a.m., this day, in room 257 East Block, the Honourable Michael Kirby, Chair, presiding.

Members of the committee present: The Honourable Senators Callbeck, Cochrane, Cook, Cordy, Gill, Keon and Kirby (7).

In attendance: From the Library of Parliament Research Branch: Howard Chodos, Analyst, Political and Social Affairs Division and Tim Riordan, Analyst, Political and Social Affairs Division and Barbara Everett, Consultant to the Committee.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, October 7, 2004, the committee continued its examination on the state of the health care system in Canada, in particular issues concerning mental health and mental illness. (See Issue No. 1, Wednesday, October 20, 2004, for the full text of the Order of Reference.)

Michel Perron, Chief Executive Officer;

Responsible Gambling Council, Toronto:

Jon Kelly, Chief Executive Officer.

Centre for Addiction and Mental Health:

Wayne Skinner, Clinical Director, Concurrent Disorders Programs.

Addictions Ontario; Canadian Addiction Counsellors Certification Federation:

Jeff Wilbee, Executive Director.

Jean Tweed Centre:

Nancy Bradley, Executive Director.

Ontario Federation of Community Mental Health and Addiction Programs:

David Kelly, Executive Director.

Atlantic Association of Addiction Executives:

Greg Purvis, Chair.

Royal Canadian Mounted Police:

Staff Sergeant Michel Pelletier, Director, Drug Awareness Services.

In turn, the participants introduced themselves.

Dr. Tim Stockwell, Dr. Jon Kelly, David Kelly, Greg Purvis, Nancy Bradley, Jeff Wilbee, Wayne Skinner, Brian Grant, Michel Perron and Michel Pelletier each made a statement.

Together, all the witnesses participated in a roundtable discussion with the members of the committee.

At 10:50 a.m. the committee suspended its sitting.

At 11:05 a.m. the committee resumed its sitting.

The roundtable discussion continued.

At 12:16 p.m., the committee suspended its sitting.

At 12:58 p.m. the committee resumed its sitting.

The roundtable discussion continued.

At 3:11 p.m., it was agreed that the committee adjourn to the call of the Chair.
