The Standing Senate Committee on Transport and Communications met this day, at 9:37 a.m., in room 505, Victoria Building, the Chair, the Honourable Joan Fraser, presiding.

Members of the committee present: The Honourable Senators Chaput, Fraser, Johnson, Merchant, Phalen, Tkachuk, and Trenholme Counsell (7).

Also in attendance: The official reporters of the Senate.

In attendance: Terrence Thomas, Research Analyst, Parliamentary Research Branch, Library of Parliament, and David M. Black, Special Advisor to the Committee.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, October 19, 2004, the committee continued its examination of the current state of Canadian media industries. (For complete text of Order of Reference, see proceedings of the committee, Issue No. 1, dated October 7, 2004.)

WITNESS:

Guy Crevier, President.

Mr. Crevier made a statement and answered questions.

At 11:12 a.m., the committee suspended.

At 11:14 a.m., the committee resumed in camera to consider its agenda, pursuant to rule 92(2)(e).

At 11:27 a.m., it was agreed that the committee adjourn to the call of the Chair.

The Standing Senate Committee on Transport and Communications met this day, in camera, at 4:12 p.m., in room 172-E, Centre Block, the Chair, the Honourable Joan Fraser, presiding.

Members of the committee present: The Honourable Senators Carney, P.C., Eyton, Fraser, Munson, Tkachuk, and Trenholme Counsell (6).

In attendance: Terrence Thomas and Joseph Jackson, Research Analysts, Parliamentary Research Branch, Library of Parliament, and David M. Black, Special Advisor to the Committee.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, October 19, 2004, the committee continued its examination of the current state of Canadian media industries. (For complete text of Order of Reference, see proceedings of the committee, Issue No. 1, dated October 7, 2004.)

Committee considered its agenda pursuant to rule 92(2)(e).

At 5:50 p.m., it was agreed that the committee adjourn to the call of the Chair.

The Standing Senate Committee on Transport and Communications met this day, at 9:32 a.m., in room 505, Victoria Building, the Chair, the Honourable Joan Fraser, presiding.

Members of the committee present: The Honourable Senators Carney, P.C., Chaput, Eyton, Fraser, Hubley, Johnson, Munson, Tkachuk, and Trenholme Counsell (9).

In attendance: Terrence Thomas and Joseph Jackson, Research Analysts, Parliamentary Research Branch, Library of Parliament; and David M. Black, Special Advisor to the Committee.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, February 23, 2005, the committee began its examination of Bill C-18, An Act to amend the Telefilm Canada Act and another Act.

APPEARING:

The Honourable Liza Frulla, P.C., M.P., Minister of Canadian Heritage.

WITNESSES:

Jean-Pierre Blais, Assistant Deputy Minister, Cultural Affairs;

Lynn Foran, Manager, Film and Video Policy and Programs;

Jeff Richstone, General Counsel, Legal Services.

Telefilm Canada:

Charles Bélanger, Chair of the Board.

Ms. Frulla made a statement and, with Messrs. Bélanger and Blais, answered questions.

At 10:56 a.m., the committee suspended.

At 11:03 a.m., the committee resumed.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-18.

It was agreed that observations will be appended to the Bill.

It was agreed that the title stand postponed.

The Chair asked whether clauses 1 to 9 shall carry.

After debate, Messrs. Blais and Richstone were invited to the table and answered questions.

It was agreed that clauses 1 to 9 carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that the bill be reported to the Senate without amendment but with observations, the text of which shall be finalized by the Chair after the usual consultations.

At 11:22 a.m., it was agreed that the committee adjourn to the call of the Chair.
