The Standing Senate Committee on Social Affairs, Science and Technology met at 10:47 a.m., this day, in room 2, Victoria Building, the Chair, the Honourable Art Eggleton, P.C. presiding.

Members of the committee present: The Honourable Senators Callbeck, Cook, Cordy, Eggleton, P.C., Fairbairn, P.C., Keon, Munson, Pépin, Nancy Ruth and Trenholme Counsell (10).

In attendance: From the Library of Parliament Research Branch: Brian O'Neal, Research Analyst, Political and Social Affairs Division.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, June 28, 2006, the committee continued its study on current social issues pertaining to Canada's largest cities and pursuant to the Order of Reference adopted by the Senate on Tuesday, November 28, 2006, the committee continued its study on the impact of the multiple factors and conditions that contribute to the health of Canada's population — known collectively as the social determinants of health. Ontario Council of Agencies Serving Immigrants (OCASI):

Loly Rico, President;

Roberto Jovel, Policy and Research Coordinator.

National Association of Friendship Centres (NAFC):

Vera Pawis Tabobondung, President;

Jocelyn Formsma, Program Officer.

Mr. Frankel, Ms Scott and Dr. Drover made statements and responded to questions.

Ms Loly, Mr. Jovel and Ms Tobobondung made statements and, with Ms Formsma, responded to questions.

At 1:00 p.m., the committee discussed its future agenda.

At 1:05 p.m., it was agreed that the committee adjourn to the call of the Chair.

Molly McCracken, Manitoba Board Member.

McMaster University:

Barbara Wake Carroll, Professor, Department of Political Science.

Department of Human Resources, Labour and Employment of Newfoundland and Labrador:

Aisling Gogan, Director, Poverty Reduction Strategy.

Professor Distasio, Ms McCracken, Professor Wake Carroll and Ms Gogan made statements and answered questions.

It was agreed that Senator Fairbairn, P.C., would assume the Chair at 11:30 a.m.

It was agreed that all four witnesses would be heard in one session.

At 11:30 a.m., Senator Fairbairn, P.C., took the Chair.

At 12:22 p.m., it was agreed that the committee adjourn to the call of the Chair.

The Standing Senate Committee on Social Affairs, Science and Technology met at 10:50 a.m., this day, in room 705, Victoria Building, the Deputy Chair, the Honourable Wilbert J. Keon presiding.

Members of the committee present: The Honourable Senators Callbeck, Cochrane, Cook, Cordy, Fairbairn, P.C., Keon, Nancy Ruth and Pépin (8).

In attendance: From the Library of Parliament Research Branch: Brian O'Neal, Research Analyst, Political and Social Affairs Division and Robin Mackay, Analyst, Law and Government Division, Amanda Slaunwhite, Analyst, Political and Social Affairs Division.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, June 28, 2006, the committee began its study of Bill C-277, to amend the Criminal Code (luring a child).

WITNESSES:

House of Commons:

Ed Fast, M.P., sponsor of the bill.

Department of Justice Canada:

Normand Wong, Counsel, Criminal Law Policy Section.

Mr. Fast and Mr. Wong made statements and answered questions.

It was agreed that the committee move to clause-by-clause consideration of Bill C-277, to amend the Criminal Code (luring a child).

It was agreed that the title stand postponed.

It was agreed that clause 1 carry.

It was agreed that the title carry

It was agreed that the bill carry without amendment.

It was agreed that this bill be reported at the next sitting of the Senate.

At 11:35 a.m., pursuant to the Order of Reference adopted by the Senate on Wednesday, November 29, 2006 the committee continued its study on the future of literacy programs in Canada. (For complete text of Order of Reference, see proceeding of the committee, Issue No. 17.)

Pursuant to rule 92(2)(f) the committee proceeded in camera to consider a draft report.

It was agreed that Senator Fairbairn, P.C. would Chair the meetings of the committee on June 6 and 7, 2007.

At 11:55 p.m., it was agreed that the committee adjourn to the call of the Chair.
