The Standing Senate Committee on Aboriginal Peoples met at 9 a.m. this day, in room 160-S Centre Block, the Deputy Chair, the Honourable Nick G. Sibbeston, presiding.

Members of the committee present: The Honourable Senators Dyck, Hubley, Lovelace Nicholas, Peterson and Sibbeston (5).

In attendance: From the Parliamentary Information and Research Service, Library of Parliament, Tonina Simeone.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, May 9, 2006, the committee continued its study on the involvement of aboriginal communities and businesses in economic development activities in Canada. (See Issue No. 2, Wednesday, May 31, 2006, for the full text of the Order of Reference.)

WITNESSES:

Nunavut Tunngavik Inc.:

Alastair Campbell, Senior Policy Advisor;

Brad Hickes, Acting Director, Economic and Business Development;

Glenn Cousins, Executive Director, Nunavut Economic Forum;

Okalik Eegeesiak, Director, Social and Economic Development, Inuit Tapiriit Kanatami.

Grand Council of the Crees:

Jack Blacksmith, President, Cree Regional Economic Enterprises Co. (CREECO) and Chairman of the Board of Compensation;

Matthew Coon Come, member of the board.

The Vice-Chair made opening remarks.

Mr. Campbell and Mr. Hickes each made a statement and answered questions.

At 10 a.m., the committee suspended.

At 10:06 a.m., the committee resumed.

Mr. Blacksmith made a statement and, with Mr. Coon Come, answered questions.

At 11:02 a.m., it was agreed that the committee adjourn to the call of the Chair.

The Standing Senate Committee on Aboriginal Peoples met at 9:34 a.m. this day, in camera, in room 160-S, Centre Block, the Chair, the Honourable Gerry St. Germain, P.C., presiding.

Members of the committee present: The Honourable Senators Campbell, Gustafson, Gill, Peterson, Sibbeston and St. Germain, P.C. (6).

In attendance: From the Parliamentary Information and Research Service, Library of Parliament: Lisa L. Patterson and Tonina Simeone.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, May 30, 2006, the committee continued its study on the nature and status of the Government of Canada's Specific Claims policy. (See Issue No. 3, Tuesday, June 13, 2006, for the full text of the Order of Reference.)

Pursuant to rule 92(2)(f) the committee considered a draft report.

It was agreed that staff remain.

It was agreed that the draft report on specific claims policy, including revised recommendations considered today, be circulated to the members in English only as soon as possible on the understanding that French translation will be available for consideration at the next meeting where the draft report will be considered.

At 10:28 a.m., it was agreed that the committee adjourn to the call of the Chair.

Mr. Popko and Mr. Lazar each made a statement and, with Mr. de Vries, answered questions.

At 7:07 p.m., the committee suspended.

At 7:11 p.m., the committee resumed, in camera.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, May 30, 2006, the committee continued its study on the nature and status of the Government of Canada's Specific Claims policy. (See Issue No. 3, Tuesday, June 13, 2006, for the full text of the Order of Reference.)

It was agreed that staff remain.

Pursuant to rule 92(2)(f) the committee considered a draft report.

It was agreed:

That the draft report entitled Negotiation or Confrontation: It's Canada's Choice be adopted;

That the Chair be authorized to make the changes that were discussed and approved by the members, as well as the minor typographical and grammatical corrections deemed necessary, without however modifying the substance of the report;

That the Chair table this report in the Senate at the earliest opportunity.

At 8:06 p.m., it was agreed that the committee adjourn to the call of the Chair.

At 10:32 a.m., it was agreed that the committee proceed to clause-by-clause consideration of Bill C-34, to provide for jurisdiction over education on First Nation lands in British Columbia.

It was agreed that the title stand postponed.

It was agreed that clause 1 (short title) stand postponed.

It was agreed that clauses 2 and 3 carry.

It was agreed that clauses 4 to 6 carry.
