The Standing Senate Committee on National Finance met this day at 9:33 a.m., in room 9, Victoria Building, the Chair, the Honourable Joseph A. Day, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Cowan, Day, Di Nino, Eggleton, P.C., Mitchell, Murray, P.C., Nolin and Ringuette (9).
In attendance: Tara Gray and Lydia Scratch, Analysts, Parliamentary Information and Research Services, Library of Parliament.
Also present: The official reporters of the Senate.
Pursuant to the Order of Reference adopted by the Senate on Wednesday, September 27, 2006, the committee continued its study on issues relating to the vertical and horizontal fiscal balances among the various orders of government in Canada. (For complete text of Order of Reference, see proceedings of the committee, Issue No. 3, dated September 26, 2006.)
APPEARING:
The Honourable Marie Bountrogianni, M.P.P., Minister of Intergovernmental Affairs and Minister Responsible for Democratic Renewal of Ontario, Province of Ontario.
Ms. Bountrogianni made a statement and answered questions.
At 10:34 a.m., the committee suspended.
At 10:37 a.m., the committee resumed in camera, pursuant to rule 92(2)(e), to consider its agenda.
It was agreed that senators' staff be allowed to remain in the room during this in camera session.
At 11:09 a.m., the committee adjourned to the call of the Chair.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, October 31, 2006, the committee began its examination of expenditures set out in the Supplementary Estimates (A) for the fiscal year ending March 31, 2007.

David Moloney, Senior Assistant Secretary, Expenditure Management Sector;
Laura Danagher, Executive Director, Expenditure Operations and Estimates Division, Expenditure Management Sector.
Mr. Moloney made a statement and, with Ms. Danagher, answered questions.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, September 27, 2006, the committee continued its study on issues relating to the vertical and horizontal fiscal balances among the various orders of government in Canada. The committee considered the following draft budget application for the fiscal year ending March 31, 2007 for its study of vertical and horizontal fiscal balance between the different levels of government in Canada.

The Honourable Senator Murray, P.C. moved that the committee adopt the draft budget application for submission to the Standing Committee on Internal Economy, Budgets and Administration.
After debate, the question being put on the motion, it was adopted.
At 9:33 a.m., the committee proceeded in camera, pursuant to rule 92(2)(f), for the purposes of considering draft reports.
It was agreed that senators' staff be authorized to remain during this in camera session.
Pursuant to the Order of Reference adopted by the Senate on Tuesday, October 31, 2006, the committee continued its examination of the expenditures set out in the Supplementary Estimates (A) for the fiscal year ending March 31, 2007.
The committee considered a draft report.
It was agreed that the committee adopt the draft report, as amended, for presentation to the Senate, and that the Chair and Deputy Chair be authorized to finalize the text to reflect the modifications agreed to, and also to make necessary minor grammatical corrections without affecting the content.
At 10 a.m., the committee, pursuant to the Order of Reference adopted by the Senate on Wednesday, April 26, 2006, continued its examination of the expenditures set out in the estimates for the fiscal year ending March 31, 2007. (For complete text of Order of Reference, see proceedings of the committee, Issue No. 1, dated April 25, 2006.)
The committee considered a draft report.
It was agreed that the committee adopt the draft report, as amended, for presentation to the Senate, and that the Chair and Deputy Chair be authorized to finalize the text to reflect the modifications agreed to, and also to make necessary minor grammatical corrections without affecting the content.
At 10:35 a.m., the committee, pursuant to the Order of Reference adopted by the Senate on Wednesday, September 27, 2006, continued its examination on issues relating to the vertical and horizontal fiscal balances among the various orders of government in Canada.
