The Standing Senate Committee on Fisheries and Oceans met this day at 11 a.m., in room 160-S, Centre Block, the Chair, the Honourable Bill Rompkey, P.C., presiding.
Members of the committee present: The Honourable Senators Adams, Baker, P.C., Comeau, Hubley, Johnson, Robichaud, P.C., Rompkey, P.C., and Watt (8).
In attendance: Claude Emery, Analyst, Parliamentary Information and Research Services, Library of Parliament, and Lynn Gordon, Committee Clerk, Committees Directorate, Senate.
Also in attendance: The official reporters of the Senate.
Pursuant to the Order of Reference adopted by the Senate on Tuesday, May 16, 2006, the committee continued its examination of issues relating to the federal government's new and evolving policy framework for managing Canada's fisheries and oceans. (For complete text of Order of Reference, see proceedings of the committee, Issue No. 1, dated April 27, 2006.)

John Davis, Special Advisor to the Deputy Minister on Species at Risk Act (SARA);
Mike Hammill, Head, Marine Mammals Section;
Patrick Vincent, Director, Resource and Aboriginal Fisheries Management Branch.

The witnesses answered questions.
The committee then considered the following draft budget application for the fiscal year ending March 31, 2008 for the purposes of its study of bills and subject-matter of bills:

It was moved by the Honourable Senator Adams that the draft budget application be adopted and that the Chair submit the budget to the Standing Committee on Internal Economy, Budgets and Administration.
After debate, the question being put on the motion, it was adopted.
The committee proceeded to consider the following draft budget application for the fiscal year ending March 31, 2008, for its study on issues relating to the federal government's new and evolving policy framework for managing Canada's fisheries and oceans.

It was moved by the Honourable Senator Robichaud, P.C., that the draft budget application be adopted and that the Chair submit the budget to the Standing Committee on Internal Economy, Budgets and Administration.
After debate, the question being put on the motion, it was adopted.
It was agreed that the steering committee be empowered to examine the possibility of a trip to Northern Québec (Nunavik) and report its findings to the committee with respect to the budget application for the fiscal year ending March 31, 2008, for its study on issues relating to the federal government's new and evolving policy framework for managing Canada's fisheries and oceans.
At 12:24 p.m., the committee adjourned to the call of the Chair.

Messrs. Novalinga, Aullaluk, Oovaut and Kalingo each made statements and answered questions.
It was agreed that senators' staff be authorized to remain during the in camera session.
At 12:25 p.m. the committee suspended.
At 12:28 p.m., pursuant to rule 92(2)(e), the committee resumed in camera to consider a draft future agenda.
It was agreed that the Chair reserve decision on a procedural matter.
At 12:41 p.m., the committee adjourned to the call of the Chair.
