The Standing Senate Committee on Human Rights met this day, in camera, at 4:13 p.m., in room 257, East Block, the Chair, the Honourable A. Raynell Andreychuk, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Lovelace Nicholas, Munson and Nancy Ruth (4).

In attendance: Laura Barnett, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Pursuant to the Order of Reference adopted by the Senate on Thursday, April 27, 2006, the committee continued its consideration of Canada's international obligations with respect to the rights and freedoms of children. (For complete text of Order of Reference see proceedings of the committee, Issue No. 2.)

Pursuant to rule 92(2)(f), the committee met in camera for the consideration of a draft report.

It was agreed that the report be adopted and that the Steering Committee be authorized to make final editorial changes.

At 5:50 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Human Rights met this day at 4:07 p.m., in room 9, Victoria Building, the Chair, the Honourable A. Raynell Andreychuk, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Dallaire, Fraser, Munson, Nancy Ruth and Poy (6).

In attendance: Laura Barnett, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, April 27, 2006, the committee continued its consideration of reviewing the machinery of government dealing with Canada's international and national human rights obligations. (For complete text of Order of Reference, see proceedings of the committee, Issue No. 11.)

Lloyd Lipsett, Senior Assistant to the President.

Pursuant to the Order of Reference adopted by the Senate on Thursday, April 27, 2006, the committee continued its examination on Cases of alleged discrimination in the hiring and promotion practices of the Federal Public Service. (For complete text of Order of Reference, see proceedings of the committee, Issue No. 4.)

WITNESSES:

Maria Barrados, President;

Linda Gobeil, Vice-President, Policy Branch;

Paula Green, Director General, Equity and Diversity.

Ms. Duplessis made a statement and answered questions.

Mr. Jean-Louis Roy made a statement and, together with Mr. Lloyd Lipsett, answered questions.

Ms. Barrados made a statement and, together with Ms. Gobeil and Ms. Green, answered questions.

The Honourable Senator Munson moved that the committee concur in the following budget application and that the Chair be authorized to submit the said budget to the Senate Committee on Internal Economy, Budgets and Administration:

Special study on Canada's international and national human rights obligations.

Professional and Other Services $ 16,000
Transport and Communications $ 132,809
All Other expenditures     $ 4,000
TOTAL: $ 152,809

The question being put on the motion, it was adopted.

At 6:16 p.m., the committee adjourned to the call of the Chair.
