The Standing Senate Committee on Legal and Constitutional Affairs met this day at 4:06 p.m., in room 257, East Block, the Chair, the Honourable Donald H. Oliver, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Bryden, Joyal, P.C., Milne, Oliver, Ringuette and Rivest (7).
In attendance: Margaret Young, Analyst, Library of Parliament.
Also in attendance: The official reporters of the Senate.
Pursuant to the Order of Reference adopted by the Senate on Thursday, October 26, 2006, the committee began its consideration of Bill S-1001, respecting Scouts Canada.
WITNESSES:
The Honourable Senator Consiglio Di Nino, sponsor of the bill.
Scouts Canada:
Rob Stewart, Executive Commissioner and Chief Executive Officer.
The Chair made an opening statement.
Senator Di Nino made a statement and, with Mr. Stewart, answered questions.
At 4:54 p.m., the committee suspended.
At 4:55 p.m., the committee proceeded in camera pursuant to rule 92(2)(e) for consideration of a draft agenda.
At 5:16 p.m., the committee adjourned to the call of the Chair.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, September 26, 2006, the committee began its consideration of Bill S-213, to amend the Criminal Code (cruelty to animals).
WITNESSES:
The Honourable Senator John G. Bryden, sponsor of the bill.
Department of Justice Canada:
Donald Piragoff, Senior Assistant Deputy Minister;
Joanne Klineberg, Counsel, Criminal Law Policy.
The Chair made an opening statement.
Senator Bryden made a statement and answered questions.
At 11:50 a.m., the committee suspended.
At 11:52 a.m., the committee resumed.
Mr. Piragoff made a statement and, with Ms. Klineberg, answered questions.
At 12:30 p.m., the committee adjourned to the call of the Chair.
