The Subcommittee on Population Health of the Standing Senate Committee on Social Affairs, Science and Technology met this day at 4:55 p.m. to organize the activities of the subcommittee.

Josée Thérien, Clerk of the Committee: Honourable senators, we will start with the Subcommittee on Population Health.

As clerk of your committee, it is my duty to preside over the election of the chair. I am ready to receive a motion to that effect.

Senator Cochrane: I move that Senator Keon be chair of the subcommittee.

Ms. Thérien: It was moved by the Honourable Senator Cochrane that the Honourable Senator Keon do take the chair of this committee. Is it your pleasure, honourable senators, to adopt the motion?

Hon. Senators: Agreed.

Ms. Thérien: I declare the motion carried. I invite the Honourable Senator Keon to take the chair.

Senator Wilbert J. Keon (Chairman) in the chair.

The Chairman: We now need a motion for election of a deputy chair.

Senator Cook: I nominate Senator Lucie Pépin.

The Chairman: It has been moved that the Honourable Senator Pépin be deputy chair of the Subcommittee on Population Health. Is it your pleasure, honourable senators, to adopt this motion?

Hon. Senators: Agreed.

The Chairman: We need a motion to approve that the Chair and Deputy Chair be empowered to make decisions on behalf of the subcommittee with respect to its agenda, to invite witnesses and to schedule hearings. May we have such a motion?

Hon. Senators: Agreed.

The Chairman: We need a motion.

Senator Cochrane: I so move.

The Chairman: Senator Cochrane. All in favour of this motion?

Hon. Senators: Agreed.

The Chairman: We need a motion that the subcommittee print its proceedings and that the Chair be authorized to set the number of meetings to meet demand.

Senator Pépin: I so move.

The Chairman: Thank you, Senator Pépin.

We need a motion that, pursuant to rule 89, the Chair be authorized to hold meetings and to receive and authorize the printing of the evidence when a quorum is not present, provided a member of the subcommittee from both the government and the opposition are present.

Senator Cook: I so move.

Hon. Senators: Agreed.

The Chairman: Would senators agree to motion 6, which is before them? We need a motion.

Senator Pépin: I so move.

Hon. Senators: Agreed.

The Chairman: Would senators agree to motion 7 that they have before them? We need a mover.

Senator Cook: I so move.

Hon. Senators: Agreed.

The Chairman: Would senators agree to motion 8? We need a mover.

Senator Pépin: So moved.

Hon. Senators: Agreed.

The Chairman: Would senators agree to motion 9? Senator Cook?

Senator Cook: I so move.

Hon. Senators: Agreed.

The Chairman: Would senators agree to motion 10? We need a mover. Senator Cochrane.

Senator Cochrane: I so move.

The Chairman: Before you we have a draft budget. For those of you who have questioned the budget, for this financial year the expenses of the witnesses will be paid for by the main committee so we do not have to budget for that. Our chairman has a budget, which he has agreed to share. Before you is a budget for $3,700 for other expenses, for professional services, working meals and miscellaneous.

Senator Pépin: So moved.

Senator Cook: For clarification, Mr. Chairman, these monies come out of the current 2006-07 budget, which finishes March 31. Is that correct?

The Chairman: That is correct.

I believe that completes the business of our subcommittee, unless anyone has other business. We will adjourn now.
