The Standing Committee on Rules, Procedures and the Rights of Parliament met this day, in camera, at 12:24 p.m., in room 160-S, Centre Block, the Chair, the Honourable Wilbert J. Keon, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Corbin, Di Nino, Fraser, Joyal, P.C., Keon, Losier-Cool, McCoy, Robichaud, P.C., Smith, P.C., Stratton (11).
In attendance: From the Parliamentary Research Branch, Library of Parliament: James Robertson, Analyst and Michel Bédard, Analyst.
Also in attendance: The official reporters of the Senate.
Pursuant to rule 86(1)(f)(i), the committee proceeded to consideration of the reinstatement of bills (draft report).
It was agreed to proceed in camera, pursuant to rule 92(2)(f), to consider a draft report.
Mr. Robertson gave a brief background explanation to the draft report and answered questions.
It was agreed, on division, that the maximum total time allowed for debate on the reinstatement of a bill be limited to two hours.
At 1:26 p.m., the committee adjourned to the call of the Chair.

Pursuant to rule 86(1)(f)(i), the committee proceeded to consideration of the reinstatement of bills (draft report).
It was agreed to proceed in camera, pursuant to rule 92(2)(f), to consider a draft report.
Senator Di Nino moved that the report be adopted as amended and that the Chair be authorized to report to the Senate.
At 12:50 p.m., the committee proceeded to discussion of a draft agenda.
At 1:01 p.m., the committee adjourned to the call of the Chair.

Pursuant to the Order of Reference adopted by the Senate on Thursday, October 19, 2006, the committee continued its examination of the motion that the Senate should recognize the inalienable right of the first inhabitants of the land now known as Canada to use their ancestral language to communicate for any purpose.
