The Standing Senate Committee on Transport and Communications has the honour to table its

FIRST REPORT

Your Committee, which was authorized by the Senate to incur expenses for the purpose of its examination and consideration of such legislation and other matters as were referred to it, reports, pursuant to Rule 104, that the expenses incurred by the Committee during the First Session of the Thirty-eight Parliament are as follows:

1. With respect to its examination of legislation:

2. With respect to its study of the current state of Canadian media industries:

Professional and Other Services    $ 170,844.90

Your Committee received eight orders of reference from the Senate during the session in question — seven relating to bills or the subject-matter of bills, and one order of reference for a study of the Canadian news media.

During the session your Committee held 69 meetings, during which it received evidence from 275 witnesses. A total of more than 150 hours was spent in meetings. As part of its work on the Canadian news media, hearings were conducted in Toronto, Montreal, Vancouver, Calgary, Regina, Winnipeg, St. John's, Halifax, and Dieppe. In addition, Your Committee conducted fact-finding work on the news media in Washington, D.C.

The Committee presented reports on two bills without amendment, two bills without amendment but with observations, and one bill with amendment and with observations.

Your Committee submitted nine reports to the Senate dealing with its work during the session.

Your Committee, which was authorized by the Senate on Thursday, April 27, 2006, to examine and report on the current state of Canadian media industries; emerging trends and developments in these industries; the media's role, rights, and responsibilities in Canadian society; and current and appropriate future policies relating thereto, now tables its final report entitled Final Report on the Canadian News Media, which is attached hereto.

THIRD REPORT

Your Committee, which was authorized by the Senate on Thursday, April 27, 2006, to examine and report on the Canadian news media, respectfully requests that it be empowered to engage the services of such counsel and technical, clerical and other personnel as may be necessary, for the purpose of its study.

Pursuant to Chapter 3:06, section 2(1)(c) of the Senate Administrative Rules, the budget submitted to the Standing Committee on Internal Economy, Budgets and Administration and the report thereon of that Committee are appended to this report.

APPLICATION FOR BUDGET AUTHORIZATION
FOR THE FISCAL YEAR ENDING MARCH 31, 2007

Extract from the Journals of the Senate of Thursday, April 27, 2006:

With leave of the Senate,

The Honourable Senator Robichaud, P.C., for the Honourable Senator Bacon, moved, seconded by the Honourable Senator Dallaire:

That the Standing Senate Committee on Transport and Communications be authorized to examine and report on the current state of Canadian media industries; emerging trends and developments in these industries; the media's role, rights, and responsibilities in Canadian society; and current and appropriate future policies relating thereto;

That the Committee submit its final report to the Senate no later than June 30, 2006 and that it retain until July 31, 2006 all powers necessary to publicise its findings; and

That the papers and evidence received and taken an the work accomplished by the Committee on the subject since the Second Session of the Thirty-Seventh Parliament be referred to the Committee.

The question being put on the motion, it was adopted.
