The Standing Senate Committee on Aboriginal Peoples met at 9:37 a.m. this day, in room 160-S, Centre Block, the chair, the Honourable Gerry St. Germain, P.C., presiding.

Members of the committee present: The Honourable Senators Gustafson, Hubley, Peterson, Sibbeston, and St. Germain, P.C. (5).

In attendance: Tonina Simeone, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, November 21, 2007, the committee continued its consideration of the federal government's constitutional, treaty, political and legal responsibilities. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

WITNESSES:

Manitoba Keewatinook Ininew Okimowin:

Kevin Carlson, Assistant to Grand Chief;

Louis Harper, Legal Political Advisor;

Sydney Garrioch, Grand Chief ;

Shirley Castel, Chief, Mathias Colomb Cree Nation.

Gitxsan Nation:

Elmer Derrick, Chief Negotiator;

Gordon Sebastian, Executive Director;

Catherine Palmer, Research Analyst.

Mr. Carlson, Mr. Harper, Grand Chief Garrioch, and Chief Castel each made a statement and Grand Chief Garrioch and Chief Castel answered questions.

At 10:38 a.m., the committee suspended.

At 10:40 a.m., the committee resumed.

Mr. Derrick, Mr. Sebastian, and Ms Palmer each made a statement and Mr. Derrick and Mr. Sebastian answered questions.

At 11:30 a.m., it was agreed that the committee adjourn to the call of the chair.

The Standing Senate Committee on Aboriginal Peoples met in camera at 6:15 p.m. this day, in room 160-S, Centre Block, the deputy Chair, the Honourable Nick G. Sibbeston, presiding.

Members of the committee present: The Honourable Senators Dallaire, Dyck, Gustafson, Hubley, Lovelace Nicholas, Peterson, and Sibbeston (7).

In attendance: Tonina Simeone, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, November 21, 2007, the committee continued its consideration of the federal government's constitutional, treaty, political and legal responsibilities. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

Pursuant to rule 92(2)(f), the committee considered a draft report.

It was moved that staff be allowed to remain in the room during the meeting.

The question being put on the motion, it was adopted.

At 7:25 p.m., it was agreed that the committee adjourn to the call of the deputy chair.
