The Standing Senate Committee on Agriculture and Forestry met at 8:05 a.m., this day, in room 9, Victoria Building, the chair, the Honourable Joyce Fairbairn, P.C., presiding.

Members of the committee present: The Honourable Senators Callbeck, Fairbairn, P.C., Gustafson, Mahovlich, Mercer and Peterson (6).

In attendance: Frédéric Forge, Marc Leblanc and Marc-André Pigeon, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to rule 92(2)(e), the committee proceeded in camera to consider its draft agenda.

It was agreed that the committee begin a study into the problem of rising input costs in agriculture; that the analysts prepare a suggested witness list; that members be polled for witness suggestions; and that the committee invite its first witness beginning in April.

It was agreed that the analysts prepare a backgrounder on current issues in the forestry industry in Canada.

At 8:48 a.m., the committee suspended.

At 9:02 a.m., the committee resumed.

At 9:02 a.m., pursuant to the order of reference adopted by the Senate on Tuesday, November 20, 2007, the committee continued its consideration of rural poverty in Canada. (For complete text of order of reference, see proceedings of the committee, Issue No. 1.)

The chair made an opening statement.

Mr. Battle made a statement and answered questions.

The Standing Senate Committee on Agriculture and Forestry met at 9:09 a.m., this day, in room 705, Victoria Building, the chair, the Honourable Joyce Fairbairn, P.C., presiding.

Members of the committee present: The Honourable Senators Callbeck, Fairbairn, P.C., Gustafson, Mahovlich, Mercer, Peterson and Segal (7).

In attendance: Marc Leblanc and Marc-André Pigeon, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also in attendance: The official reporters of the Senate.

The committee proceeded to the consideration of draft budgets.

The Honourable Senator Mahovlich moved:

That the following legislative budget application, in the amount of $4,250, be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration.

Summary of Expenditures

Professional and Other Services $ 2,250
Transportation and Communications $ 1,000
All Other Expenditures $ 1,000
TOTAL $ 4,250

The question being put on the motion, it was adopted.

The Honourable Senator Segal moved:

That the following special study budget application (study on rural poverty), in the amount of $6,350, be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration.

Summary of Expenditures

Professional and Other Services $ 3,250
Transportation and Communications $ 800
All Other Expenditures $ 2,300
TOTAL $ 6,350

The question being put on the motion, it was adopted.

The Honourable Senator Segal moved:

That the following special study budget application (present state and future of agriculture), in the amount of $46,550, be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration.

Summary of Expenditures

Professional and Other Services $ 16,250
Transportation and Communications $ 1,000
All Other Expenditures $ 29,300
TOTAL $ 46,550

The question being put on the motion, it was adopted.

At 9:30 a.m., pursuant to the order of reference adopted by the Senate on Tuesday, November 20, 2007, the committee continued its consideration of rural poverty in Canada. (For complete text of order of reference, see proceedings of the committee, Issue No. 1.)

Pursuant to rule 92(2)(e), the committee proceeded in camera to consider its outline for its draft report.

At 10:33 a.m., the committee adjourned to the call of the chair.
