The Standing Senate Committee on Fisheries and Oceans met this day at 10:50 a.m., in room 160-S, Centre Block, the chair, the Honourable Bill Rompkey, P.C., presiding.

Members of the committee present: The Honourable Senators Cochrane, Cowan, Hubley, Robichaud, P.C. and Rompkey, P.C. (5).

In attendance: Claude Emery, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, November 21, 2007, the committee continued its study on issues relating to the federal government's current and evolving policy framework for managing Canada's fisheries and oceans. (For complete text of order of reference, see proceedings of the committee, Issue No. 1.)

WITNESS:

University of Calgary:

Rob Huebert, Associate Director of the Centre for Military and Strategic Studies, Associate Professor, Department of Political Science.

The chair made a statement.

Mr. Huebert made a statement and answered questions.

At 12:15 p.m., the committee suspended.

At 12:26 p.m., the committee resumed in camera, pursuant to rule 92(2)(e), to consider a draft agenda.

It was agreed that senators' staff be authorized to remain in the room during the in camera portion of the meeting.

It was agreed that Mr. Huebert be authorized to remain in the room during the in camera portion of the meeting.

At 1:09 p.m., the committee adjourned to the call of the chair.
