The Standing Senate Committee on Foreign Affairs and International Trade met this day, at 4:01 p.m., in room 160- S, Centre Block, the chair, the Honourable Consiglio Di Nino, presiding.

Members of the committee present: The Honourable Senators Corbin, Dallaire, Dawson, Di Nino, Downe, Johnson, Mahovlich, Nolin, Smith, P.C., and Stollery (10).

In attendance: Peter Berg, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also in attendance: The official reporters of the Senate.

The committee considered budget applications for the fiscal year 2008-2009.

The Honourable Senator Corbin moved that the following legislative budget application (2008-2009) be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration:

Professional and other services    $ 6,000
Transportation and Communications    —
All other expenditures    $ 1,000
TOTAL    $ 7,000

The question being put on the motion, it was adopted.

The Honourable Senator Dawson moved that the following special study budget application (foreign relations generally) be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration:

Professional and other services    $ 26,000
Transportation and Communications    $ 54,300
All other expenditures    $ 1,000
TOTAL    $ 81,300

The question being put on the motion, it was adopted.

Pursuant to the order of reference adopted by the Senate on Wednesday, December 12, 2007, the committee continued its examination of Bill C-293, An Act respecting the provision of official development assistance abroad. (For complete text of the order of reference, see proceeding of the committee, Issue No. 5.)

The chair made a statement.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-293, An Act respecting the provision of official development assistance abroad.

It was agreed that the title stand postponed.

I was agreed that clause 1, which contains the short title, stand postponed.

It was agreed that clause 2 carry, on division.

It was agreed that clause 3 carry, on division.

It was agreed that clause 4 carry, on division.

It was agreed that clause 5 carry, on division.

It was agreed that clause 6 carry.

It was agreed that clause 1, which contains the short title, carry.

It was agreed that the title carry.

It was agreed that the bill carry, without amendments, on division.

It was agreed that staff be permitted to remain in the room for the in camera session.

At 4:10 p.m., the committee suspended.

At 4:13 p.m., pursuant to rule 92(2)(f), the committee resumed in camera to consider a draft report.

It was agreed that the proposed observation be appended to the report.

It was agreed that the chair report the bill, without amendments but with observations, to the Senate.

At 4:31 p.m., the committee adjourned to the call of the chair.

The Standing Senate Committee on Foreign Affairs and International Trade met this day, at 4:04 p.m., in room 160- S, Centre Block, the chair, the Honourable Consiglio Di Nino, presiding.

Members of the committee present: The Honourable Senators Corbin, Dawson, De Bané, P.C., Di Nino, Downe, Johnson, Mahovlich, Nolin, Rivest, and Stollery (10).

Other senator present: The Honourable Senator Prud'homme, P.C. (1).

In attendance: Peter Berg, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 4, 2008, the committee began its study on the rise of China, India and Russia in the global economy and the implications for Canadian policy.

WITNESSES:

Amnesty International Canada:

Alex Neve, Secretary-General.

As an individual:

Charles Burton, Associate Professor, Department of Political Science, Brock University.

Export Development Canada:

Stephen Poloz, Senior Vice-President Corporate Affairs and Chief Economist.

The chair made a statement.

Mr. Poloz, Mr. Neve and Mr. Burton each made a presentation and answered questions.

It was agreed, on division, that staff be permitted to remain in the room for the in camera portion of the meeting.

At 5:40 p.m, the committee suspended.

At 5:45 p.m., pursuant to rule 92(2)(f), the committee resumed in camera to discuss a draft budget.

It was agreed that the following special study budget application (the rise of China, India and Russia) be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration:

Professional and other services    $ 35,400
Transportation and Communications    $ 617,800
All other expenditures    $ 17,000
TOTAL    $ 670,200

The question being put on the motion, it was adopted.

At 6:03 p.m., the committee adjourned to the call of the chair.
