The Standing Senate Committee on Transport and Communications met this day, at 6:15 p.m., in room 256-S, Centre Block, the Chair, the Honourable Lise Bacon, presiding.
Members of the committee present: The Honourable Senators Adams, Bacon, Dawson, Fox, P.C., Johnson, Mercer, Merchant, Tkachuk and Zimmer (9).
In attendance: John Christopher and Terrence Thomas, Analysts, Parliamentary Information and Research Services, Library of Parliament.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Wednesday, November 14, 2007, the committee continued its consideration of containerized freight traffic handled by Canada's ports. (For complete text of order of reference, see proceedings of the committee, Issue No. 1.)

Montreal Port Authority:
Patrice Pelletier, Chief Executive Officer;
Jean Mongeau, Vice President, Legal Affairs and Secretary;
Stéphanie Isaacs, Director, Government Relations.
Mr. Pelletier made a statement and, together with the other witnesses, answered questions.
At 7:45 p.m., pursuant to the order of reference adopted by the Senate on Wednesday, January 30, 2008, the committee began its consideration of the Department of Industry User Fees Proposal for a spectrum licence fee for broadband public safety communications in bands 4940-4990 MHz, pursuant to the User Fees Act, S.C. 2004, c. 6, sbs. 4(2)—Sessional Paper No. 2/39-382.

Kevin Lindsey, Acting Assistant Deputy Minister, Spectrum, Information Technologies and Telecommunications;
Glenn Sheskay, Counsel, Legal Services;
Heather Hall, Manager, Emerging Networks.
The witnesses from Industry Canada answered questions.
The committee considered a draft report.
The Honourable Senator Tkachuk moved that the committee adopt the report.
The question being put on the motion, it was adopted.
At 8 p.m., the committee adjourned to the call of the chair.
